Russia on the Northern Sea Route: Having the Cake and Eating It Too

Abstract

Today Russia implements two different approaches to managing the Northern Sea Route (NSR). The first one entails signaling openness for international cooperation, foreign investments and cargo with the aim to develop the NSR into a globally competitive maritime route. Such approach is evident both from the statements of the high-ranking Russian officials and the strategic documents dedicated to the Arctic region. The other pattern is reflected in Russia's willingness to impose limitations on foreign shipping on the Route. In addition to the permission-based national regime for navigation on the NSR, since 2018, Russia has ruled out certain maritime activities on the Route carried out by vessels flying non-Russian flags. Further measures for ships built outside Russia, as well as foreign warships, are being discussed. Taken together, these trends could lead to a suggestion that Russia sees the future development of the Northern Sea Route in attracting foreign investments and cargo, but not the vessels. However, additional layer of inconsistency emerges in Moscow’s attempts to justify the harsh national permission-based regime and national measures aimed at limiting foreign shipping on the NSR. The main argument by the Russian authorities is the special responsibility of the coastal state for the safety of navigation and protection of the marine environment. Yet, the practice indicates that the state is sometimes reluctant to keep high environmental and safety standards – both due to the lack of efficient law enforcement mechanisms and possible unwillingness to challenge the economic development of the region. The article concludes with the suggestion that Russia will need to more clearly decide the future course of development for the NSR and adjust the navigation regime and law enforcement mechanisms accordingly.

В СТОРОНУ ОГРАНИЧЕНИЯ ИНОСТРАННОГО СУДОХОДСТВА
БЕЗОПАСНОСТЬ VS ЭКОНОМИКА?
1 Северный морской путь (СМП) занимает важное место в планах России по развитию Арктики. По нему осуществляется вывоз добытых в Арктике природных ресурсов, он является кратчайшей морской артерией, связывающей европейскую часть страны с Сибирью и Дальним Востоком. Неудивительно поэтому, что за последние годы развитие СМП получило мощный импульс. Растет объем грузопотока, активно реализуются планы по строительству мощного ледокольного флота. В 2021 г. было зафиксировано знаменательное для Севморпути событие: впервые в истории в разгар зимнего сезона СПГ-танкеры ледового класса прошли по нему в восточном направлении без ледокольной проводки, приближая достижение цели по обеспечению круглогодичного судоходства на протяжении всей акватории СМП [1].
2 Несмотря на то что основным драйвером роста судоходства по Севморпути остаются нефтегазовые проекты в российской Арктике, власти РФ рассчитывают увеличить привлекательность маршрута и для международных перевозок. В 2011 г. В. Путин заявил, что проходить через СМП судам “гораздо выгоднее, чем через Суэцкий канал” [2]. Впоследствии власти страны неоднократно призывали иностранных партнеров использовать СМП [3]. Цели по его развитию не только как национальной, но и как конкурентоспособной на мировом рынке транспортной артерии по перевозке международных грузов заложены государством в принятых в 2020 г. стратегических документах по развитию Арктики.
3 Однако в последние годы наметилась и другая тенденция. На фоне ухудшения отношений с западными странами после 2014 г. и введенных ими санкций Россия все больше склоняется к ужесточению режима судоходства по Северному морскому пути и ограничению присутствия там иностранных судов. Одновременно в попытке защитить интересы отечественных компаний в регионе власти невольно ставят под сомнение базовые ценности, на которые опирается Россия при обосновании жесткого национального режима доступа судов в акваторию СМП.
4 Данная статья представляет собой попытку анализа двойственных подходов российских властей к управлению Северным морским путем и возможных последствий для РФ такой противоречивости.

6 Последовательное увеличение грузопотока по Северному морскому пути за последние семь лет (с 4 млн т в 2014 г. до 33 млн т в 2020 г. [4]) в основном вызвано ростом объемов завозимых строительных материалов и вывозимых ресурсов из российской Арктики и напрямую связано с реализацией или строительством крупных нефтегазовых проектов – “Ямал-СПГ”, “Новый Порт”, “Арктик-СПГ-2” и др. [5, p. 8]. Транзитные потоки, хотя и имеют тенденцию к увеличению (объем транзитного судоходства вырос с 0.3 млн т в 2014 г. до более чем 1.2 млн т в 2021 г.), на сегодняшний день занимают в структуре грузоперевозок скромные 3% [6]. Следует учитывать также, что в данную статистику транзита входят не только международные перевозки, но и превосходящие их по объему каботажные перевозки в порты или из портов за пределами СМП (например, Сабетта–Мурманск, Мурманск–Владивосток и т. д.).
