Foreign Terrorist Fighters as a Factor of Securitization of the EU Migration Policy

Abstract

The article analyzes the impact of the Foreign Terrorist Fighters’ (FTF) phenomenon on the securitization of the European Union’s migration policy. The author follows the construction of the FTF as a serious security threat to the European Union’s strategies and action plans, and demonstrates the EU’s practical actions to respond the threat: criminalization of “suspicious travel”, strengthening border security, preliminary screening of asylum seekers at the border. The article pays special attention to the EU plans to achieve compatibility of the European Union information systems, while emphasizing new opportunities for the law enforcement bodies to access migration databases for combating terrorism. Exploring the new EU integration plan for migrants, the author notes that this is for the first time that the European Commission focuses its efforts not only on migrants, but also on the EU citizens with “migratory background”, which is undoubtedly dictated by a fear of the extremist ideology influence on young people. The article exposes certain similarities between the Commission’s methods to coordinate integration and inclusion of migrants, reintegration of the FTF and their families, which indicates that the migration policy is becoming a part of the EU security policy. That leads to a conclusion that securitization of migration policy aims not only and not so much at preventing the potential threat of the returnees’ terrorist activities, but at curbing migration flows as a whole and reducing the number of asylum seekers, in particular. Nevertheless, terrorism and migration seem to be closely linked in public discourse, despite the absence of an empirical basis to conclude that these factors directly influence each other. The author considers the most difficult problem of modern migration policy to be the definition of the red line beyond which its securitization can be justified.

1 После террористических актов в мире изменилось отношение к проблемам и явлениям, которые в общественном мнении и в политическом дискурсе так или иначе связаны с безопасностью, и самым очевидным примером становится миграция и ее регулирование. В современной повестке дня Европейского союза дестабилизирующее воздействие притока мигрантов на общественный порядок занимает центральное место: миграция представляется как угроза культурной самобытности, стабильности рынка труда, наконец, безопасности [1, p. 517].
2 Главным фактором, обусловившим секьюритизацию миграционной политики ЕС, стало возвращение иностранных боевиков-террористов (ИБТ), которое воспринимается как долгосрочная опасность, “бомба замедленного действия”. Начиная с 2011 г. европейцы отправились в зоны боевых действий в Ираке и Сирии для присоединения к террористическим группам Исламского государства (ИГ) или “Аль-Каиды”1. По оценкам Европейской сети осведомленности о радикализации (Radicalisation Awareness Network, RAN), до 5300 граждан стран − членов ЕС воевали в Сирии и Ираке, 30% вернулись в Европу после распада ИГ [2]. Опасения массового возвращения ИБТ с деструктивными намерениями в потоке ищущих убежище заставили ЕС сконцентрировать не только контртеррористическую, но и миграционную политику вокруг ответа на новую потенциальную угрозу. 1. Организации, запрещенные в РФ.
3 Однако алармистские прогнозы не оправдались: после распада ИГ число возвращенцев сократилось, большинство были убиты в зоне конфликта или заключены в тюрьмы [3, p. 33]. Операция “Источник мира”, начатая Турцией осенью 2019 г., добавила европейским правительствам волнений. Хотя в дальнейшем не наблюдалось роста насилия, сопутствующего возвращению, сложно было предугадать, как и где проявят себя ИБТ. В то время как некоторые из них были обвинены в подготовке терактов, другие разочаровались в джихаде и готовы бы были вернуться к нормальной жизни, не имея никаких намерений участвовать в будущем в террористической деятельности.
4 Тем не менее возвращение ИБТ создает целый ряд проблем.
5 ● Они по-прежнему воспринимаются как угроза безопасности. Для подготовки и совершения терактов не обязательно массовое возвращение ИБТ, достаточно небольшой их группы. Находясь в зонах конфликтов, ИБТ приобретают боевой опыт, и это порождает оправданные опасения, что его можно применить для подготовки новых терактов, радикализации, сбора средств и содействия террористической деятельности [4, p. 299]. Несколько террористических нападений в европейских городах действительно было совершено вернувшимися из зон боевых действий иностранными боевиками, включая стрельбу в Еврейском музее в Брюсселе в мае 2014 г., теракты в Париже в ноябре 2015 г. и взрывы в Брюсселе в ноябре 2016 г. [5, p.1]. Правоохранительные ведомства стран ЕС продолжают раскрывать террористические сети, в том числе в тюрьмах.
