Preserving Latin American Regional Human Capital in the Midst of the Corona Crisis

Abstract

International organizations are increasingly expressing deep concern about the danger posed by the SARS-Cov-2 coronavirus pandemic, which could lead to the loss of the human potential accumulated in every region of the world. As the United Nations warned, global human development, measured as a combination of education, health and living standards, could decline the achievements in human capital in 2020. Latin America and the Caribbean has become a hotspot of the coronavirus COVID-19 pandemic, because of region’s weak social protection and fragmented health systems. The article analyzes the impact of pandemic on education and health which are the main dimensions of human capital as T. Shutlz and G. Becker proved. Following the principle of comparative analysis research, the author wants to review the specific features of corona crisis, such new and non-standard situation in different states of Latin-Caribbean America. To achieve this goal, the author used the main tools of scientific analysis: empirical data were collected and analyzed regarding the situation in education and health systems in Latin America, and an attempt was made to draw analogies with the processes taking place in other regions and countries. The conclusion is that the pandemic is more than a health emergency; it is a systemic humanitarian crisis. Most of Latin American countries might face a real generational catastrophe that wastes mainly their youth human capital. The general social shocks caused by the COVID-19 pandemic could signify a great reversal in the region human development.

ВЛИЯНИЕ ПАНДЕМИИ НА ОБРАЗОВАНИЕ
ЛАТИНОАМЕРИКАНСКИЙ РЕГИОН – НЕ ЕДИНСТВЕННЫЙ СЛУЧАЙ
1 Понятие человеческого капитала (ЧК) давно стало привычным в экономической литературе. Однако с течением времени, в ходе эволюции данной теории, его конкретное содержание заметно расширилось по сравнению с интерпретацией, данной основателями концепции – Теодором Шульцем и Гэрри Беккером в начале 60-х годов прошлого века. Изначально под человеческим капиталом понимались воплощенные в индивидууме базовые знания, первоначальные трудовые навыки и определенное состояние здоровья, повышающие его способность к производительному труду, то есть делающие человека экономически продуктивным [1].
2 В России эту теорию начали изучать еще в 80-х годах прошлого века [2, 3], и поток научной литературы, посвященной теме человеческого капитала, с тех пор в нашей стране практически не иссякал.
3 Данная теория является не менее популярной и в Латинской Америке, где авторы традиционно, вплоть до настоящего времени, придерживаются изначальной концепции и акцентируют свое внимание на базовых компонентах ЧК – образовании и состоянии здоровья рабочей силы [4]. Остановимся на этих же факторах, используя разработки аналитиков Всемирного экономического форума (ВЭФ), Всемирного банка (ВБ), Программы развития ООН (ПРООН).
4 Межстрановые и межрегиональные сопоставления базируются на индексе человеческого капитала (Human Capital Indeх, HCI), разработанном экспертами, работающими над докладами для ВЭФ. Этот индекс призван давать представление о том, насколько эффективно используется более чем в 100 странах тот человеческий потенциал, которым они располагают. Авторы HCI исходили из предпосылки, что именно “запас знаний и навыков людей, позволяющих им создавать ценности в глобальной экономической системе”, является в XXI в. “определяющим, ключевым элементом, связывающим инновации, конкурентоспособность и экономическое развитие” [5, p. 3]. Место той или иной страны в мировом рейтинге отводят исходя из нескольких десятков показателей, которые дают представление об уровне жизни, грамотности и общей образованности населения, квалификации рабочей силы, степени занятости, продолжительности жизни населения. Индекс HCI исчисляется в баллах – от 0 до 100; стопроцентный показатель свидетельствует о максимально эффективном использовании имеющегося в стране человеческого капитала и об активных инвестициях в человеческие ресурсы со стороны государства.
5 По данным на 2017 г. (более нового доклада по HCI Всемирному форуму в Давосе не было представлено ни в 2019, ни в 2020 г.), мир использует имеющийся человеческий капитал лишь на 62%, в тройку лидеров входят Норвегия (индекс равен 77.12), Финляндия (77.07) и Швейцария (76.48) [5, p. 7]. По регионам самыми успешными являются Северная Америка (без Мексики) и Западная Европа. Латинская Америка имеет серьезные проблемы: регион недоиспользует или расходует впустую 40% имеющегося ЧК.
