Abstract

The article explores new policies related to security and economic development as represented by the cases of the Republic of Korea and Japan. It assesses combination of old and new internal and external challenges to security, economic development, and social stability, noting the increased interplay of factors affecting national security and innovative growth. The latter is increasingly viewed as an indispensable condition for military, political and social security of a nation, for effectively responding to external pressures as well as to ecological, epidemiological and technology-related risks. Rising technological capabilities in the two Northeast Asian nations contribute to their international ambitions. The authors analyze the tendency in the Republic of Korea to pursue a more independent foreign policy as a “middle power”, and Japan’s growing international and military profile in the Asia Pacific. The risks and possible future consequences of this trend are explored and assessed. The authors identify the priorities of the Republic of Korea’s development strategy within the framework of the “Korean New Deal”, and a new vision of the future of Japan as presented in the strategic documents of its government. They note greater aspirations of the two nations to increase their competitive edge in the regional and global race to reach and retain leading positions in the international hierarchy of economic and political power. New tools to ensure this edge are being tested by South Korean and Japanese governments, as old instruments of industrial policy seem to be losing strength and produce little effect.

1 В 2017 г. президент США Д. Трамп изложил свою индо-тихоокеанскую доктрину (Free and Open Indo-Pacific, FOIP), которая в последующие два года была детализирована и обрела более конкретные очертания. В тот же период союзники и партнеры США по региону, включая Японию, Австралию, Индию, государства АСЕАН также сформулировали и обосновали собственные подходы применительно к концепции FOIP, высказав свое отношение к американскому проекту. На этом фоне обращало на себя внимание то, что официальный Сеул, один из наиболее важных союзников США в Тихоокеанской Азии, не только воздержался от поддержки данной стратегии, но даже стремился избегать упоминаний об этом в политическом дискурсе.
2 Данное обстоятельство едва ли можно объяснить ссылками на “безразличие” или узость внешнеполитического кругозора Сеула. Напротив, в последнее время Южная Корея выступала в качестве активного игрока на азиатских площадках, не только демонстрирующего политическую инициативу, но и руководствующегося собственным видением складывающейся здесь ситуации.

4 На рубеже 2016–2017 гг. Республика Корея столкнулась с серьезными испытаниями. В результате крупного политического скандала тогдашний президент Пак Кын Хе, обвиненная в коррупции и злоупотреблении властью, была подвергнута процедуре импичмента, а впоследствии – приговорена к длительному сроку тюремного заключения. Одним из последствий острого внутреннего кризиса стала не только дискредитация правящей “Партии великой страны”, но и заметное падение доверия к идеологии политического консерватизма, которая на протяжении целого десятилетия определяла лицо Южной Кореи не только на внутренней, но и на внешней арене.
5 Избранный на пост президента в мае 2017 г. Мун Чжэ Ин, в прошлом студенческий активист, характеризуемый как “прогрессист”, с самого начала декларировал намерение осуществить серьезный разворот внешнеполитического курса страны, с учетом своих либеральных взглядов, а также изменений, происходящих в регионе.
6 Следует сказать, что Пак Кын Хе оставила своему преемнику сложное наследство в международных делах. В частности, бывшему президенту ставят в вину недальновидное решение (июль 2016 г.) о размещении в стране американских противоракетных комплексов THAAD, что спровоцировало серьезный кризис в южнокорейско-китайских отношениях. Хотя по логике Сеула и Вашингтона эти установки были развернуты исключительно для противодействия угрозе со стороны Пхеньяна, который в тот период активизировал разработку и летные испытания ракет различных классов, Пекин воспринял это как серьезный вызов своим интересам в сфере безопасности. Особый гнев китайской стороны вызвало то обстоятельство, что Пак Кын Хе пренебрегла настойчивыми советами отложить реализацию данного решения. Не вняла она и прозрачным предупреждениям о том, что практические шаги по размещению комплексов ПРО, чем бы они не мотивировались, автоматически приведут к “обрушению” партнерских отношений между Китаем и РК [1].
