Abstract

The article discusses the impact of the pandemic on the supply and demand of natural gas and LNG in Europe, the USA and Asia-Pacific. The global economic crisis that followed COVID-19 pandemic significantly accelerated the decreasing trend of gas prices on regional markets that began in 2019, with regional spot gas prices have become almost equal. The article contributes to the existing studies in three main aspects. First, it provides evidence that the current crisis emphasized the growing role of US LNG as a balancer of the emerging global gas market due to the relatively high share of flexible spot contracts and the tight integration of US export and domestic gas markets. Second, the article concludes that supply competition between pipeline gas and LNG producers, as well as within these groups of suppliers, should be expected to increase both in the short and the long term. Although in the current market environment investments in most projects of gas liquefying terminals have been postponed, as demand and gas prices recover, these projects could be quickly resumed, taking into account continued improvement of LNG technologies, reduction of project implementation time as infrastructure develops, and availability and relatively low cost of financial resources. Third, the article shows that the excess of gas supply and the rapid development of LNG projects have accelerated the ongoing transformation of the pricing system and contract structure in the emerging global and regional natural gas markets over the past few years. The role of portfolio players in the LNG market continues to grow with these players becoming the institution that links together different gas contracts with various pricing mechanisms. The article also analyses the changing structure of natural gas derivatives market. It shows that the accelerating growth of JKM and TTF derivatives supports the development of global LNG market and provides portfolio players with much needed instruments for effective risk management techniques which are becoming increasingly important.

1 Масштабные меры по сдерживанию экономической активности, предпринятые в первой половине 2020 г. по всему миру для борьбы с распространением COVID-19, резко сократили спрос на природный газ и обрушили цены как на СПГ, так и на трубопроводный газ. Огромный навес предложения над спросом привел к тому, что цены на крупнейших региональных рынках газа – в Северной Америке, Европе и Азиатско-Тихоокеанском регионе (АТР) – опустились до 2 долл. за млн БТЕ1 и ниже. Однако ситуация неустойчива. Давление избыточных запасов, видимо, сохранится как минимум до начала отопительного сезона в Европе и США. В дальнейшем решающее значение для восстановления сбалансированности на рынке будет иметь характер динамики спроса на газ. 1. БТЕ – Британская тепловая единица (British thermal unit, BTU), используемая для измерения термодинамического потенциала различных видов углеводородного топлива.

ДИНАМИКА СПРОСА

3 До начала пандемии потребление газа на всех региональных рынках находилось на восходящем тренде. В странах ЕС и Великобритании спрос на газ в 2019 г. вырос на 3% до максимального уровня с 2011 г. [1] на фоне значительного снижения спотовых и контрактных цен на газ. В наибольшей степени среди крупнейших стран Европы его потребление в 2019 г. увеличилось в Испании и Германии – на 14.5% и 7.6% соответственно. При этом главным драйвером роста спроса выступает сектор генерации электроэнергии, где относительно дешевый газ отвоевывает долю рынка у угля2. В 2019 г. объемы газовой электрогенерации в крупнейших странах ЕС существенно возросли: в Испании – на 48%, Франции – на 30, Нидерландах, Германии и Великобритании – на 23, 13 и 1% соответственно (табл. 1). При этом в большинстве стран увеличение производства электроэнергии за счет природного газа произошло на фоне сокращения совокупного объема электрогенерации. 2. Ценовая конкурентоспособность природного газа по сравнению с новыми возобновляемыми источниками энергии существенно ослабляется за счет масштабной государственной поддержки последних.
4 Меры по борьбе с пандемией привели к значительному снижению объемов потребления газа для генерации электроэнергии в Европе, но по странам динамика различается. Во Франции, Великобритании, Италии и Испании спрос на газ в электроэнергетике в марте–апреле снизился к аналогичному периоду предыдущего года на 23–28% (табл. 2). В ФРГ и Нидерландах, продолжающих использовать значительные объемы угля для выработки электроэнергии, основная доля снижения потребления пришлась именно на уголь. Объем газовой электрогенерации в Нидерландах остался на уровне аналогичного периода 2018 г., а в Германии даже вырос на 5%.
5 В США газовая электрогенерация в апреле 2020 г. сократилась к уровню февраля почти на 15%, хотя на 6% превысила уровень апреля 2019 г. Даже с учетом влияния пандемии ее доля в апреле возросла к аналогичному месяцу прошлого года на 5 п.п. до 37.2%, что существенно выше прироста долей ветровой (1 п.п.), солнечной (0.5 п.п.) и атомной (0.4 п.п.) электроэнергетики (табл. 3).
6 По Азиатско-Тихоокеанскому региону оперативные индикаторы потребления газа, включая генерацию электроэнергии, недоступны для анализа. О масштабах снижения спроса здесь можно судить лишь по динамике импорта СПГ, остающегося для многих стран АТР, за исключением Китая, главным или единственным источником импортного природного газа. В Японии, Южной Корее и Тайване вместе взятых импорт СПГ в апреле сократился к предыдущему месяцу на 20%, по отношению к апрелю 2019 г. – на 4%.
