Abstract

The article presents an analysis of the critical state of the U.S. on the eve of 2020 elections. The current American predicament is described as a combination of several crises that have been accumulated over the years – social, political and the crisis of identity. The social crisis is rooted in a glaring income inequality and downward social mobility, changing racial-ethnic composition of American society that raises the prospect of white minority, and a growing value gap between traditional and “progressive” post-materialist morale. These cleavages result in political polarization in which increasingly secular/liberal, racially diverse, young and urbane Democratic Party confronts increasingly conservative, traditionalist, rural and white-nativist Republicans. The U.S. political system designed for bipartisan consensus and compromise gets stalled in this polarized environment with the two-party configuration itself becoming a built-in destabilizer. The political crisis was coupled with the crisis of traditional American identity based upon its WASP core. This combustive combination created a fertile ground for a white nationalist revival attempt expressed in Donald Trump phenomenon. Trump’s formula of success as a president became a mix of traditional economic conservatism and right populist stance on social and cultural issues to cultivate his electoral base. His policies aggravated social and political polarization: inoculated by right wing populism, the Republican party became more nativist and protectionist while the Democrats turned left. Yet this formula worked out politically until the double crisis of 2020 – the Coronavirus pandemiс and mass protests over George Floyd’s murder – struck the country. Trump administration’s inept response to the former and brutal treatment of the latter turned the bulk of the country against him. The incipient left turn was accelerated while Trump exaggerated the threat of disorders positioning himself as a law-and-order president. The Democratic party incorporated some of the protests’ demands and worked out left-of-the-center election platform. As a result, both sides diverged further to the point where neither would be likely to reconcile itself to its electoral defeat. Though in the long run the prevalence of the liberal multiracial majority seems inevitable, the current polarization is likely to endure for a fairly long time.

ПРАВЛЕНИЕ ТРАМПА И АМЕРИКАНСКИЙ КРИЗИС
1 “Америка в разрухе” − эти слова из инаугурационной речи президента Д. Трампа, казавшиеся в начале 2017 г. гротеском, теперь обрели смысл мрачного пророчества, поскольку страна подошла к президентским выборам в состоянии глубокого и беспрецедентного кризиса, охватившего самые разные стороны американской жизни. Соединенным Штатам не привыкать к кризисным потрясениям: “Великая депрессия” подорвала экономику страны, массовые социальные протесты 1960-х годов раскололи американское общество, поражение во Вьетнаме ослабило мировые позиции США, а Уотергейтский кризис парализовал президентскую власть. Уникальность нынешней ситуации состоит в тесном переплетении сразу нескольких кризисов: социума, политической власти и идентичности. Самые серьезные трансформации происходят в недрах американского общества, поэтому имеет смысл начать именно с них.
2 Симптомы социального неблагополучия очевидны и разнообразны – от объективных показателей до самоощущения американцев. Резко обострилась расовая проблема и социальные конфликты на этой почве, накал которых виден невооруженным глазом. Вот уже несколько лет подряд в стране падает продолжительность жизни – в отличие от подавляющего большинства стран Запада и самих Соединенных Штатов прошлых лет. Причем это падение впервые происходит за счет белого населения (преимущественно – мужчин среднего возраста без высшего образования), тогда как продолжительность жизни расовых меньшинств продолжает расти. Согласно исследованиям, главными причинами увеличения смертности в этих группах населения являются так называемые “смерти от отчаяния” − алкоголизм, самоубийства, отравления наркотическими и дешевыми обезболивающими средствами1[1]. Депрессия охватила не только эту часть трудовой Америки. Многолетние исследования общественного мнения фиксируют рекордное падение уровня удовлетворения жизнью: только 12% американцев довольны тем, как идут дела в стране, лишь 14% опрошенных считают себя “счастливыми” (низший показатель за последние полвека) и только 42% думают, что их дети будут материально жить лучше, чем они. Доверие к власти упало до самой низкой отметки за весь период наблюдения (с 1950-х годов): всего 17% американцев доверяют своему правительству всегда или в большинстве случаев. Не удивительно, что гордость за свою родину в традиционно патриотических США теперь испытывают лишь 17% опрошенных [2]2. Треть американцев, по данным Бюро переписи (май 2020 г.), пребывает в состоянии депрессии и тревоги [3]. Пандемия коронавируса с ее разрушительными последствиями, естественно, усугубляет ситуацию, но предпосылки современного социального кризиса закладывались уже давно. 1. 3 Углубление неравенства в распределении доходов. США с их культом частного преуспевания, индивидуализма и слаборазвитой политикой перераспределения доходов всегда отличались повышенным имущественным неравенством от большинства развитых стран Запада. Но происходящее в последние десятилетия заметно превышает историческую норму. Начиная с 1980 г. в стране неуклонно возрастает имущественный разрыв между наиболее обеспеченной частью общества и всеми остальными. Прорывные исследования Т. Пикетти (Парижская школа экономики), Э. Саеза и Г. Зукмана (Калифорнийский университет) показали, что доходы высшего 1% за 1980−2014 гг. в реальном исчислении возросли более чем втрое, и составили 20% всех доходов по сравнению с 12% в 1980 г. За тот же период доходы низшей половины американского общества практически не росли, а их доля в общем национальном доходе упала с 20 до 12%. В перерасчете на одного взрослого соотношение доходов этих двух групп изменилось с 27 к 1 на 81 к 1 [4, p. 3]. Если в 1963 г. активы наиболее обеспеченных 10% американских семей превышали активы средней американской семьи в 6 раз, то к 2016 г. это соотношение составило 12 к 1. Увеличился и разрыв между активами белых и цветных семей: к 2016 г. он составил 7 к 1 в паре белые−афроамериканцы и 5 к 1 в паре белые−испаноязычные [5]. Список подобных показателей можно продолжить, но общий вывод многочисленных исследований этой проблемы сводится к тому, что по уровню имущественного расслоения США вернулись к периоду “позолоченного века” – “дикого капитализма” последней трети XIX столетия с его засильем финансово-промышленной олигархии, социал-дарвинизмом и полным отсутствием социальной защиты.
