U.S. – China Relations in 2018—2019: Trade War and the Process of Decoupling

Abstract

In the post-Cold war period, U.S.-China relations have always been characterized by the presence of a large number of problems and contradictions, which, however, did not cancel the readiness of the two states to compromise and seek cooperation on global and regional issues. An important stabilizing foundation for these bilateral relations has always been the strong economic interdependence of the two countries, which has restrained the growth of political differences into prolonged crises of bilateral interaction. However, the arrival of Donald Trump in the American administration significantly shook the basics of U.S.-China relations. Motivated by a desire to eventually solve long-standing problems in the bilateral trade and economic relations by pressuring Beijing to change its economic practices, since 2018, Trump administration has imposed in several stages tariffs on almost all U.S. imports from China, placed restrictions on the ability of American firms to supply Chinese technology companies, labeled China a currency manipulator for the first time in a quarter century, etc. Beijing has reciprocated with imposition of tariffs on imports from the U.S. and other countermeasures, undertaken subtle changes of its economic practices, stringently rejecting to bring fundamental changes to its economic policies. Initiated by Trump’s actions, trade war with the PRC has launched the decoupling process in the U.S.-China economic relations – the destruction of deep economic interdependence between the two countries accumulated over the past four decades, specifically in high-tech industries. There are more and more clear signs that the U.S. trade war with China, which was originally based on economic reasons and motivation, has become a trigger for the development of structural and system contradictions between the two states. Having lost the once-stabilizing bilateral relations basis – the deep economic interdependence – the United States and China are becoming increasingly involved in a complex overall confrontation, falling into the so-called “Thucydides trap”.

1 Политика США в отношении КНР в период после установления дипломатических отношений в 1979 г. всегда была сложным сочетанием двух подходов – “вовлечения” и “сдерживания”, а двустороннее взаимодействие всегда характеризовалось сложным сочетанием противоречий и сотрудничества. За четыре десятилетия американо-китайские отношения преодолели немало кризисов, наиболее серьезными из которых стали тяньаньмэньский (1989 г.) и тайваньский (1995−1996 гг.) кризисы, а также кризисы, последовавшие после американской бомбардировки посольства КНР в Белграде в 1999 г. и столкновения американского и китайского самолетов над Южно-Китайским морем в 2001 г.
2 Возникающие между двумя государствами противоречия обусловлены принципиальными различиями их идеологий, систем ценностей и политико-экономических моделей. C конца 1980-х годов в повестке американо-китайских отношений неизменно присутствует целый спектр сложных вопросов: тайваньский, тибетский и уйгурский, правозащитный комплекс противоречий в целом, торгово-экономические трения. По мере комплексного усиления Китая и превращения его в великую державу с глобальными амбициями в дополнение к имеющимся традиционным противоречиям стало развиваться соперничество за лидерство в различных сферах и регионах.
3 При этом стабилизирующей основой отношений двух держав в XXI в. всегда оставалась сильная экономическая взаимозависимость [1, с. 177], которую некоторые эксперты даже расценивали как “экономический баланс устрашения” по аналогии с существовавшим в годы холодной войны “ядерным балансом устрашения” между США и СССР [2, p. 8]. Значительный масштаб торгово-экономического взаимодействия и экономическая взаимозависимость стабилизировали всю систему американо-китайских отношений и сдерживали перерастание политических разногласий в затяжные кризисы. Деловые круги обеих стран, имея тесные контакты и встречную заинтересованность, лоббировали углубление двусторонних отношений.
4 Однако с приходом к власти в 2017 г. нового американского президента Д. Трампа, вопреки экономической взаимозависимости, наличию многочисленных диалоговых механизмов в самых разных областях, объективно сложившейся необходимости налаживания сотрудничества в целях купирования множащихся нетрадиционных угроз безопасности, возобладала тенденция развития противостояния и соперничества. Механизмом, запустившим маховик взаимных претензий и противоречий, стал курс Трампа на принуждение Китая провести дальнейшую либерализацию его экономики и внешнеторгового режима, а также привести экономическую политику страны в соответствие со взятыми на себя обязательствами в рамках ВТО. За несколько десятилетий тесного экономического взаимодействия у Вашингтона накопилось большое количество претензий к Пекину в торгово-экономической плоскости. Сменявшие друг друга американские администрации безуспешно пытались обратить внимание Китая на углубляющиеся между ними противоречия в этой области. Пекин либо игнорировал просьбы Вашингтона, либо если и шел на уступки, то вносимые китайскими властями изменения в экономическую политику имели поверхностный характер и происходили слишком медленно. Для разрешения торгово-экономических противоречий, очевидно, требовались более решительные действия США.
