Abstract

The regional labor market in Southeast Asia is second only to China and India. Its development is subjected to the movement of labor force within the region. The flow of intraregional migrants has begun to grow since the 1990s, reflecting imbalances in the distribution of labor among the countries of the region and the existence of significant differences between them in household income, wages and competitiveness, working conditions and employment opportunities. The number of labor emigrants in 2015 was 10.2 million people, of which 6.8 million found work in the region itself. The positive results of labor migration are indisputable for both importing countries and exporters of labor. The first, which include Thailand, Malaysia and Singapore, by attracting foreign workers cover the shortage of labor force in their labor market, especially in labor-intensive industries. The bulk of migrants from neighboring countries are semi-skilled and unskilled labor. Its main suppliers are Laos, Cambodia, Myanmar, Indonesia and, to a lesser extent, Vietnam. In these countries, due to higher rates of population growth and its rejuvenation, excess labor has emerged, which does not have the opportunity to find employment in still underdeveloped economies. Intraregional migration facilitates the solution of the problem of poverty and employment in these countries, raising the level of skills of the workforce, and the flow of funds into the economy through the remittances of migrant workers. However, intraregional migration brings not only economic benefits to the countries of the region, but also creates certain difficulties for them, since it is often accompanied by exploitation, violence of migrants, especially illegal ones. Although labor migration in labor-importing countries is regulated by laws that restrict the entry of migrants from neighboring countries and the duration of their stay in the country, these measures are not sufficient to stop the flow of illegal migrants. Costly and time-consuming bureaucratic procedure for obtaining a visa, the high cost of services of labor agencies, brevity and rigidity of labor contracts – all these factors encourage migrants to seek informal channels to move to another country. To combat illegal migration, various means of policy are used: the deportation of illegal migrants, their criminal prosecution (applies also to the entrepreneur who hires an illegal worker), periodically conducted campaigns for their registration and amnesty. However, these measures are ineffective in terms of reducing the influx of illegal migrants, and most importantly, are detrimental to the economy. The migration policies carried out in Malaysia and Thailand do not satisfy the needs of their economic development. In Singapore, the solution to these problems is ensured by the presence of an effective migration management system. Given the prospects for the development of integration processes in Southeast Asia, the problem of improving the management of intraregional migration is of particular importance. The ways to solve it are seen not so much in the tightening of migration policies in host countries, but in the removal of those barriers that impede the free movement of labor force within the region through legal channels. The task of the countries is to make amendments to their migration systems, including the elimination of any forms and types of exploitation of migrants.

1 Страны Юго-Восточной Азии с населением более 600 млн человек – суммарно седьмая экономика мира. Региональный рынок рабочей силы по численности уступает только Китаю и Индии. Его развитию и интеграции в значительной степени способствует перемещение рабочей силы в пределах региона. Поток внутрирегиональных мигрантов стал расти с 90-х годов, отражая диспропорции в распределении рабочей силы между странами региона и наличие между ними существенных различий по доходам населения, заработной плате и конкурентоспособности, условиям труда и возможностям трудоустройства. Число трудовых эмигрантов возросло в три раза с 1990 по 2015 г. и составило 10.2 млн человек, из которых 70% – 6.8 млн – нашли себе работу в самом регионе [1, p. 2].

3 Позитивные результаты трудовой миграции неоспоримы как для стран – импортеров, так и экспортеров рабочей силы. Первые, к которым относятся Таиланд, Малайзия и Сингапур (они принимают 96% мигрантов из других стран ЮВА)1, за счет привлечения иностранных работников покрывают недостаток в рабочей силе на своем рынке труда, прежде всего в трудоемких отраслях экономики, таких как сельское и рыбное хозяйство, строительство, а также в сфере услуг2. В Малайзии на долю иностранцев приходится 20–30% рабочей силы. По оценкам МБРР, повышение числа неквалицифицированных трудовых мигрантов на 10% сопровождается ростом ВНП на 1.1%. Низкая стоимость их труда способствует снижению производственных затрат и цен на внутреннем рынке и увеличению объема продукции на экспорт. Каждые десять вновь прибывших в страну иностранных работников создают дополнительно пять новых рабочих мест для самих малазийцев [2]. 1. В Таиланде работают 55% эмигрантов из ЮВА (3.8 млн, главным образом из стран Индокитая), в Малайзии – 22% (1.5 млн, в основном из Индонезии), в Сингапуре – 19% (1.3 млн).

4 Вклад иностранной рабочей силы в ВНП Таиланда, по данным ОЭСР и МОТ на 2017 г., оценивался в 4.3–6.6% (без учета нелегалов). Доля трудовых мигрантов на национальном рынке труда составляет около 10%, но в ряде отраслей, таких как рыбное хозяйство и строительство, доходит до 80% [3, p. 141]. Как и в других странах – импортерах рабочей силы, иностранцы играют важную роль в сохранении конкурентных преимуществ экономики.
5 Стабильному спросу на зарубежные кадры способствуют старение населения, улучшение его материального положения и повышение уровня образования в условиях экономического роста и низкой безработицы. Мигранты, как правило, занимаются теми видами труда, которые оцениваются местными жителями как непрестижные и низкооплачиваемые. Неудивительно поэтому, что основная масса мигрантов из соседних стран – это полуквалифицированная и неквалифицированная рабочая сила. На долю квалифицированных приходится только 10.2% приехавших в Малайзию мигрантов, в Таиланде – 3.1%. К квалифицированным относятся только 10% приехавших в Малайзию мигрантов, в Таиланд – 3%.
6 Основные поставщики иностранной рабочей силы в регионе – Лаос, Камбоджа, Мьянма, Индонезия и в меньшей мере Вьетнам. Хотя в последние годы экономический рост в Индокитае ускорился, первые три из названных стран по-прежнему относятся к 50 наименее развитым в мире. Бедность, обезземеливание, безработица, высокие показатели задолженности домашних хозяйств – основные причины трудовой эмиграции сельских жителей и представителей этнических меньшинств. В этих странах вследствие высокого прироста населения и его омоложения возникла избыточная рабочая сила. Ее экономическому вытеснению способствует также увеличение спроса на труд со стороны богатых стран региона. Поиски работы в другой стране, где выше заработная плата, – это способ решения многих жизненных проблем. Мигрант из Камбоджи может заработать в три раза больше в Таиланде, чем у себя на родине.
