Abstract

The article is devoted to the analysis of the current crisis phase in the evolution of the Union State of Belarus and Russia. The author identifies the main problems and obstacles in the dialogue between the two countries on the development of the integration project, defines the stages of the crisis phenomena extension, evaluates scenarios for overcoming the crisis. The article points to the mistakes made by the founders of the Union State during formation of the project in the early 21st century, which eventually began to appear after the Union crises of 2008 and 2014. According to the author, the main causes of the current crisis are the substitution of economic and political integration between Russia and Belarus by the balance of interests of the two neighboring countries. However, the latter did not guarantee the development of the integration project. Over the years of the Union State's existence, Russia’s extensive financial and resource support has become an indicator of the lack of real economic integration. As a result, Russian subsidies have replaced the union of the two economies. In turn, in the second decade of the 21st century, Minsk’s avoidance of participation in the solution of Moscow's strategic military objectives and the absence of a single Union foreign policy have broken the balance of interests between the countries in the Union State. The Union State has lost its foundation. Russia's desire to reformat allied relations between its founders implies a revival of real economic integration. However, the Belarusian leadership does not want to change the existing subsidized system of relations within the Union State. According to the author, the crisis between Russia and Belarus is striving for its climax.

1 8 декабря 2019 года исполнилось 20 лет с момента подписания Российской Федерацией и Республикой Беларусь Союзного договора, согласно которому в начале ХХI века на постсоветском пространстве появился единственный проект политической интеграции – Союзное государство Белоруссии и России (далее – СГ). Однако за прошедшие два десятилетия на базе СГ так и не появилось планируемого российско-белорусского государственного образования. После проведенной в начале 2000-х годов определенной унификации социального законодательства РФ и РБ развитие Союзного государства остановилось.

Стагнация Союзного государства
3 В настоящее время Союзное государство, представляя из себя политический реликт 1990-х годов, не имеет своего герба, флага, исполнительной и законодательной властей, признанных границ, гражданства, финансовой и налоговой системы. Существующие институты СГ, созданные в начале XXI в., работают с ограниченным набором функций, не оказывая существенного влияния на ход и развитие интеграционного проекта. С 2010 г. проект лишился своей экономической составляющей, которая ушла в Евразийский экономический союз (ЕАЭС). В итоге, находясь два десятилетия в стадии стагнации, он так и не стал субъектом международного права и остается в статусе "переговорной площадки", где решаются вопросы финансово-ресурсной поддержки Россией экономики Белоруссии.
4 К сожалению, к концу второго десятилетия нового века реальных и плодотворных союзных отношений между странами не сложилось, но проект не ушел в историю. С 2018 г. судьба Союзного государства все чаще оказывается в центре внимания российской и международной общественности. Столь большой интерес к российско-белорусской интеграции связан с тем, что с приближением президентских выборов 2024 г. в России в политических и экспертных кругах стран Евросоюза и США активно обсуждаются сценарии использования российским руководством СГ в качестве “платформы” для продления полномочий президента России В. Путина.
5 Формальным поводом для активизации темы российско-белорусской интеграции стала предпринятая в 2018 г. попытка Москвы санировать Союзное государство, стимулировать (“углубить”) экономическую интеграцию между участниками проекта и вывести СГ из иждивенческого формата. С начала 2000-х годов российские дотации белорусской экономике по примерным подсчетам достигли более 100 млрд долл. [1]
6 Согласно иным расчетам, на 1 января 2019 г. общая сумма дотаций, субсидий и преференций при поставке российских энергоносителей, а также других видов экономической помощи Белоруссии со стороны России составила 126 млрд долл. (данные автора. – А.С.). Для сравнения стоит привести данные МВФ, который в свою очередь считает, что за период с 2005 по 2015 г. РБ получила из российского бюджета около 106 млрд долл., то есть почти по 10 млрд долл. в год (почти 20% ВВП республики или 50% ее бюджета) [2]. Учитывая то, что российско-белорусская интеграция все годы существования Союзного государства оплачивалась исключительно Россией, можно утверждать, что объемы дотирования со стороны последней не имеют прецедента в истории современных международных отношений.
