Abstract

The article examines the Chinese initiative “One Belt, One Road” (OBOR), which has become the focus of China’s foreign policy in recent years, and the place occupied by Africa in the implementation of this initiative. The construction of a new “Silk Road”, aimed at creating of some buffer zone of friendly states, is considered in Beijing not only as a means of accelerating the development of China itself and of the countries involved in the project, but also as a kind of protection. The new transport route will allow, according to Beijing, not only to reduce barriers for trade and to reorient trade on a shorter route, but also to respond more quickly to challenges and threats in the Indian Ocean and on the coast of Africa. Special attention is paid in this article to the role of North and East African countries in OBOR. The inclusion in Chinese initiative gives Africa not only financial resources, but also an opportunity to use them for a diversified, independent, balanced and sustainable development among the countries along the “Belt and Road”. Participation in the project contributes to the economic potential of the region through the implementation of transport mega-projects and the establishment of Africa's industrial base. Some African countries have been actively building industrial parks and special economic zones to create new drives for economic and social development, longing for China's experience and investments. Drawing into the Chinese initiative also promotes a strengthening partnership among the countries and intensification of integration processes on the continent. The author analyzes various aspects of China’s interaction with African countries, estimates pros and cons of such cooperation and the results of Africa's participation in ОBOR from the standpoint of both China and African countries.

1 Инициатива “Один пояс, один путь” (Belt and Road Initiative, BRI)1, впервые озвученная во время визитов председателя КНР Си Цзиньпина в страны Центральной Азии и Индонезию осенью 2013 г., – это своего рода комбинация двух программ: “Экономического пояса шелкового пути” и “Морского шелкового пути XXI века”. В рамках “Экономического пояса шелкового пути” предполагается создать шесть сухопутных коридоров, связывающих Китай с Центральной Азией и Европой. “Морской шелковый путь”– это три “голубых” транспортных коридора, объединенных сетью морских портов, которые охватывают территорию от Южно-Китайского моря до Африки. Использование этих портов даст Китаю возможность существенно активизировать внешнюю торговлю, лучше контролировать цепочки снабжения товарами и перенаправлять потоки международной торговли. 1. Здесь и далее инициатива “Один пояс, один путь” будет обозначаться аббревиатурой BRI.
2 13-летний план развития Китая, принятый в 2016 г., предусматривает создание “хабов” для защиты прав и интересов КНР на море, что необходимо для превращения страны в великую морскую державу. В центре этих усилий – открытие новых водных путей сообщения и обеспечение доступа к крупнейшим портам всего мира. В 2017 г. китайские государственные компании объявили о планах купить доли в девяти морских портах, расположенных в регионах, где Пекин рассчитывает создать перспективные маршруты для судоходства в дополнение к 40 портам в Африке, Азии и Европе, доля китайского капитала в которых уже составляет 40 млрд. долл. Если в 2010 г. Китай вкладывал средства в каждый пятый из глубоководных морских портов мирового значения, то к 2019 г. – уже в два из каждых трех. Стоит заметить, что дивиденды, полученные КНР от инвестиций, направленных на развитие морских коммуникаций и на усовершенствование цепочек снабжения, не всегда связаны лишь с экономической сферой. Например, результатами притока китайского капитала в такие порты, как Джибути, Уолфиш-Бей (Намибия), Гвадар (Пакистан), Хамбантота (Шри-Ланка), Пирей (Греция), стали размещение там кораблей Народно-освободительной армии Китая и заключение военных соглашений. Иными словами, посредством прямого инвестирования Пекин решает и геостратегические задачи [1].
3 В Джибути уже действует китайская военно-морская база, КНР рассчитывает иметь базы и в некоторых других портах. Так, по сообщению China Morning Post, такие планы вынашиваются в отношении пакистанского порта в Гвадаре. По словам китайского военного аналитика Чжоу Чэнминя, эта база необходима для поддержания и военно-технического обеспечения ВМФ Китая. При этом отмечается важность порта как ключевого элемента китайско-пакистанского экономического коридора и одной из составляющих инициативы Си Цзиньпина [2].
4 Масштабный проект BRI охватывает три континента, 60% населения мира, 30% мирового ВВП и 75% его энергетических ресурсов. В реализацию этого проекта вовлечено примерно 50% китайских государственных компаний, которые заняты в 1700 инфраструктурных проектах по всему миру стоимостью около 900 млн долл. [1]. О значимости инициативы, выдвинутой Пекином, говорит тот факт, что на ХIХ съезде Коммунистической партии Китая в 2017 г. было решено включить BRI в Устав партии. Концепция также обозначена в Конституции страны как стратегический приоритет. По замыслам пекинского руководства целями BRI являются построение “Сообщества единой судьбы человечества”, создание глобальной экономической и политической системы взаимозависимостей стран мира, центром которой будет Китай.
