The Role of Conservatism in the Development of Right-Wing Populism in Europe: The UK Case

Abstract

The main aim of this article is to analyze the role of conservatism in the political development of the right-wing populism following the UK case. The ideational approach to the right-wing populism, emphasizing the ideological closeness of the Conservative Party and the United Kingdom Independence Party (UKIP) as the British version of the European right-wing populism, allows us to focus on their interactions. On the one hand, conservatism has emerged as an ideological and programmatic resource for the UKIP through the use of the Eurosceptic and anti-immigrant rhetoric, populism, and “playing the referendum card” on the “European issue” in the parties’ competition process. This combination is reflected during the UKIP’s evolution from the Eurosceptic “single-issue” to the right-populist party, while conservatism, trying to move to the center of the political spectrum, has lost its monopolistic position on the right flank of British politics. On the other hand, the reaction of conservatism in response to the establishment of the UKIP as a third force in British politics was expressed in the implementation of the UKIP's main programmatic element – a referendum on the membership in the EU, which led to the party's disorientation and the loss of its conceptual basis. The main findings are: (1) dominance of the traditionalist or modernizing line in the Conservative Party determines the limits of possibilities of the right-wing populism; (2) the role of conservatism in the political development of right-wing populism is dual. On the one hand, right-wing populism uses the ideological and programmatic practices of conservatives, on the other hand, it loses its conceptual basis and electoral support when conservatism implements the main elements of its program.

1 Растущий разрыв между традиционными политическими партиями и европейским избирателем образует вакуум, который пытаются заполнить собой партии и движения “политической альтернативы”: регионалисты/сепаратисты, “зеленые”, популисты левой и правой окраски [1]. Именно представители правопопулистского лагеря, артикулируя антиевропейские, антииммигрантские и антиэлитистские настроения, выступают в качестве наиболее успешной в электоральном плане европейской партийной семьи за последнюю четверть века [2, p. 9].
2 Общим знаменателем, объясняющим рост социальной базы правого популизма, представляется “восстание лузеров модернизации”, то есть протест социальных групп, “потерявших уверенность в завтрашнем дне в ходе глубокой трансформации социально-экономической и социокультурной структуры прогрессивных западноевропейских демократий” [3, p. 35]. При этом, анализируя феномен правого популизма и причины роста его поддержки, важно принимать во внимание не только факторы социально-экономического характера, такие как затяжная стагнация в росте доходов среднего класса и увеличение неравенства [4, с. 5] и социокультурные явления, вызванные реакцией на массовую миграцию в страны ЕС и кризис беженцев [5, сс. 75-83]. Необходимо учитывать и роль традиционных европейских политических сил, их идейного и программного развития, а также реализуемых политических стратегий.
3 Многогранность феномена правого популизма и многообразие его национальных вариаций обуславливают широкий спектр теоретических подходов для его дефиниции и анализа. Не претендуя на то, чтобы осветить их все, отметим, что наиболее часто популизм понимается как идеология [6; 7], как дискурс [8; 9] или как политическая стратегия [10; 11].
4 Именно при идейном или идеологическом подходе популизм демонстрирует ограниченное совпадение с сегментами других идеологий, в частности, с некоторыми формами традиционалистского консерватизма [12, p. 3]. Популизм как идеология с “разреженным центром” (thin-centered ideology) «рассматривает общество как разделенное на две гомогенные и антагонистические группы: “чистый народ” и “коррумпированную элиту”, а политика, в такой ситуации, должна быть выражением общей воли народа» [6, p. 543]. Популизм в его правой вариации использует национализм или, в более узком смысле, нативизм [13, p. 1173], чтобы защитить “чистый народ” от “врагов нации” [14, p. 4]. При этом “образ двуликого врага” [5, с. 54] позволяет сочетать критику врагов сверху – элиты с критикой врагов снизу – мигрантов, угрожающих национальной идентичности европейских государств.
5 Правый популизм как идеология с “разреженным центром” или фрагментарная идеология [7, с. 40], не имея возможности объяснить весь комплекс политических и социальных явлений, стремится использовать концептуальные наработки консерватизма как всеобъемлющей идеологии, претендующей на универсальную применимость в любом историческом и национальном контексте за счет устойчивого идейно-ценностного базиса. Консерватизм и правый популизм, действуя “на одном поле”, зачастую используют одни и те же понятия, такие как “нация” и “суверенитет”. Однако соотношение данных понятий, их “удельный вес” и место в структуре идеологии, безусловно, различаются. Правый популизм, во многом “паразитируя” на идейном поле консерватизма, заимствует нужные элементы и гиперболизирует их значение в своей политической программе.
