Abstract

The unemployment benefits system is one of the most important labour market institutions, smoothing the decline in consumption due to job loss and providing the unemployed with time for job search. However, the size of payments and their duration can also have a number of serious negative consequences for the labour market associated with the moral hazard and the quality of matching between workers and jobs. This paper presents a comparative analysis of the institutional features of unemployment benefits system in OECD countries, as well as the key directions of their influence on the labour market outcomes, which have compared with the main characteristics of the Russian system of support for the unemployed. Unemployment benefits system is among those labour market institutions that have particularly large cross-country differences. These differences have made up of three main components: the replacement rate, the duration of payment, and the assignment criteria. These characteristics determine the differences in the impact of benefits on the labour market, primarily on employment rate, the number of the unemployed, the duration of unemployment state, as well as on the job search process. Effective policy measures supporting the unemployed are impossible without taking into account the whole range of consequence, which include both positive and negative effects on employment rates, productivity and wages. Measures aimed at curbing the costs of the unemployment insurance fund, toughening the assignment criteria, establishing a closer connection between unemployment benefit receiver status, and the activity of searching for a new job should contribute to increasing efficiency of this labour market institution. However, changes in the unemployment benefits system cannot solve all the problems of the labour market. Short period of job search and strict criteria for granting benefits will make the need for reforms in the demand side of labour market – the quality of jobs as well as their number – increasingly important.

1 Среди институтов рынка труда система страхования по безработице – одна из наиболее значимых. Пособия представляют собой своеобразную компенсацию потери доходов потерявшим работу. Тем самым обеспечиваются минимальные стандарты жизни и потребления и сдерживается распространение относительной бедности среди населения. Период времени, которое безработный получает для нового трудоустройства, способствует более полному соответствию характеристик работника и рабочих мест, так как безработный получает возможность осуществить более тщательный поиск вакансий. Одновременно система пособий по безработице по сути своей выступает в роли встроенного стабилизатора для экономики. Поддержание совокупного спроса особенно важно в периоды замедления экономической активности. Вместе с тем размер выплат и их продолжительность могут быть сопряжены со значительными негативными последствиями для рынка труда. Среди них увеличение времени поиска работы, снижение его интенсивности, а также негативное влияние на показатели занятости и заработной платы.
2 Система пособий по безработице – это такой институт рынка труда, где межстрановые различия особенно велики. Они складываются из трех основных компонентов: коэффициента замещения, продолжительности выплат и критериев назначения. Именно эти характеристики определяют степень воздействия пособий на рынок труда: занятость, численность безработных и продолжительность пребывания в состоянии безработицы, а также процесс поиска работы.

4 Пособия по безработице предназначены лицам, потерявшим работу. Однако все ли безработные могут рассчитывать на этот вид помощи? Для ответа на этот вопрос обычно используются два основных подхода. Первый основан на использовании административной статистики для соотнесения численности получателей пособия из регистров фонда страхования по безработице с количеством официально зарегистрированных безработных.
5 Рассмотрим такой показатель для 22 стран ОЭСР (рис. 1). Первое, что необходимо отметить, – значительная дифференциация в охвате безработных пособиями по отдельным государствам. В середине 2010-х годов в среднем по ОЭСР доля получателей пособия составляла 60% всех безработных. В 14 из 22 стран ОЭСР на пособие могли рассчитывать менее половины безработных, а в таких странах, как Испания, Венгрия и Ирландия только одна пятая. В тоже время в Бельгии, Франции и Финляндии их доля превышала 80%1. 1. Следует подчеркнуть, что данные, приводимые на рис. 1, относятся к получателям основного вида пособия. В отдельных странах оно может дополняться специальной помощью безработным (unemployment assistance). В результате в Германии, Швеции, Ирландии и Испании число получателей помощи в случае потери работы существенно больше [1, p. 190].
6 Показатель позволяет судить об общем количестве получателей пособия по безработице. Однако многие исследователи называют его “псевдопоказателем” (pseudo-coverage rate). Почему? Дело в том, что, во-первых, далеко не все безработные могут рассчитывать на пособие, а, во-вторых, определенная, а в некоторых странах существенная, часть получателей на самом деле не считаются безработными по методологии МОТ. К тому же, используя этот показатель, нельзя судить о составе лиц, которым эти пособия предназначены.
