Abstract

In the Middle East, the formation of nation-states has not been completed, and a search for foreign policy identity is still underway. The article examines the roots and evolution of foreign policy identity in three major Middle East states – Turkey, Iran and Saudi Arabia. The authors analyze interaction between the national identities and foreign policy in different cultural contexts and under different political regimes. Turkey, which recalls its Ottoman past, is rapidly returning to the Middle East, challenging other players. Polls demonstrate that a growing share of the Turkish society is confident that Turkey can play an important role in the modern world, serve as a “model” for other states and act independently in the international arena. Tehran is actively pursuing a policy of regional expansion, relying on Shia communities and on its military might, which can eventually lead to a regional hegemony. This policy is based on several identities – revolutionary, pragmatist and pan-Iranian, which do not contradict and even complement each other. Saudi Arabia in the 21st century is positioning itself not only as a leader of the global Muslim, especially Sunni, community, but is also increasingly behaving as a hegemon of the Arab world countering the Iranian expansion. Despite all modernization efforts, the foreign policy identity of the Kingdom is strongly influenced by the tribal mentality of its ruling elite. The research demonstrates that in the Middle East states, foreign policy is strongly influenced by informal institutions – be it a western-type republic, a theocracy or an absolute monarchy. Hence customs, traditions, historical memory have a substantial impact on how the elites and general public envision the role of these countries and that of their rivals.

2 Внешняя политика государств и факторы, влияющие на ее формирование и практическое воплощение, давно находятся в поле зрения исследователей международных отношений. Достаточно разработаны в теоретическом и прикладном плане процессы принятия внешнеполитических решений, их институциональные (международный и внутригосударственный) и неинституциональные уровни, включая индивидуальный, то есть поведение отдельных людей и лидеров.
3 Внешнеполитический процесс зависит от наличия формальных и неформальных институтов. Под неформальными институтами американский ученый-экономист Дуглас Норт понимал культурно-цивилизационные особенности обществ. По мнению Д. Норта, неформальные (неписаные) кодексы поведения, обычаи и традиции могут служить эффективной заменой формальных институтов [1, с. 79]. Этот вывод относится ко всем государствам как главным акторам международных отношений, в которых в зависимости от уровня политической модернизации, от степени традиционности обществ неформальные институты могут менять свою роль в сторону увеличения или сокращения.
4 На Ближнем Востоке обычаи, традиции, религия, историческая память в определяющей степени оказывают воздействие на представления государств о собственной международной значимости, о соперниках и врагах, об имеющихся возможностях продвижения своего влияния. При недостаточно развитой или отсутствующей независимой экспертизе, а также системе сдержек и противовесов, помогающих формировать эффективную внешнеполитическую стратегию, неформальные институты успешно конкурируют с формальными.
5 Самопозиционирование государств на международной арене всегда связано с представлениями индивидуумов и обществ о себе, своей особости и отличиях от “других”, которые позволяют им выглядеть особенно заметно и значимо. Как справедливо отмечал российский исследователь С.В. Чугров, самоощущение и самосознание членов общества “включает в себя свойственное им коллективное бессознательное в виде специфических архетипов и врожденных образов и выражается в особом политическом мировосприятии, основанном на долгоживущих, устойчивых самоидентификациях по отношению к иным социокультурным и национально-этническим группам; это часть самосознания и самоощущения общества, которая относится к проблематике международных отношений и, в частности, к политической самоидентификации по отношению к окружающему миру” [2, с. 56].
6 Анализ процессов формирования самоидентификации государства как субъекта мировой политики будет неполным без учета идентичности, определяющей принадлежность индивидуума к определенной этнокультурной группе и к государству в целом, если такого рода идентификация успела сформироваться. Множественные идентичности – наиболее распространенная форма: для индивидуума они выстраиваются в определенной иерархии, отражая наиболее значимые для него связи и зависимости. Трансляция идентичностей во внешнюю политику может придавать ей принятые в данном культурном пространстве черты – жесткость реакции или, напротив, готовность к смягчению противоречий, эмоциональность или сдержанность, умение лавировать или навязывать собственную позицию вне зависимости от возникающих препятствий.
