Think Tanks: Challenges and Opportunities in the Era of “Fake News” and Digital Technologies

Abstract

The article deals with the key challenges of Russian and Western think tanks in the era of digital technologies. It presents a detailed and comprehensive classification of analytical centers and shows how they have been developing historically and politically since the 20th century. The author pays attention to the problem of independence of academic and political expertise in the times of information wars, digital illiteracy and dissemination of fake news. In addition, the author compares Russian and Western think tanks, reveals their main differences, systematizes their problems and proposes several original ways of resolving these challenges facing the academic community both in Russia and the U.S. today. The article’s relevance is explained with the fact that today nobody, even experts and academics, are immune to fake news and “disruptive technologies”, with their ideas and expertise frequently taken out of context and used in the goal of manipulation, as exemplified by the case of The Brookings Institution and The Atlantic Council in February 2017. Moreover, the lack of demand of academic expertise in political circles during Donald Trump’s presidency, the plight of Russia Studies programs and International Relations schools in the U.S. as well as partisanship within think tanks only aggravate the problem of today’s ideas industry. But all this makes this article more timely and relevant. Its novelty adds up to the fact that the author uses the systemic and comprehensive approach to resolve the problems of Russian and American think tanks in the era of fake news and digital technologies. In particular, it is offered to focus on the roots of the problems (not their implications) by diversifying and streamlining the sources of think tanks funding, turning “disruptive technologies” into new opportunities and creative tools to restore credibility of political and academic expertise, make it better, more effective, educative, objective and independent.

“Подрывающие технологии” и “фальшивые новости”.
Способы решения проблемы.
1 После победы Д. Трампа на американских президентских выборах в 2016 г. и начавшегося расследования о предполагаемом вмешательстве России во внутренние дела США, проблемы “фальшивых новостей” в онлайновых СМИ и снижения качества экспертизы в “мозговых центрах” стали частью международной повестки.
2 Журналисты, политологи, ученые и эксперты по международным отношениям признают, что каждый может стать жертвой дезинформации независимо от образования, а поэтому необходимо повышать “цифровую грамотность” не только молодых экспертов, ученых, но и населения в целом [1; 2; 3]. Согласно исследованию Стэнфордского университета, примерно 80–90% американских школьников и студентов не могут отделить достоверную информацию от ложной [4; 5]. Это будущее поколение аналитиков и ученых: от их способности критически мыслить и анализировать информацию зависит качество экспертизы в “мозговых центрах”, а от этого – процесс принятия решений на государственном уровне, в зависимости от того влияния, которое аналитические центры оказывают на политиков. “Аналитические центры выполняют важную функцию обеспечения качества принимаемых решений в современной политической системе. Постоянное усложнение происходящих в сегодняшнем обществе политических процессов приводит к неизбежному возрастанию роли аналитических центров”, – отмечает политолог Д. Зайцев [6].
3 Поэтому “фальшивые новости” бьют по качеству не только журналистики, но и экспертизы. Проблема усугубляется еще и тем фактом, что в эпоху современных технологий и постправды авторитет аналитики падает: само понятие “эксперт” используют в негативной коннотации, так как аудитория перестает доверять аналитикам. И ответственность за это лежит прежде всего на “мозговых центрах”. Cегодня они преследуют не столько просветительские цели, сколько коммерческие, обслуживая интересы не аудитории, а спонсоров и групп интересов, считает Д. Дрезнер, профессор Школы Флетчерса в Университете Тафтса [7].
4 Необходимо пересмотреть принципы работы многих “мозговых центров” (или “фабрик мысли”1), чтобы они могли отвечать на запросы современной аудитории и преодолеть новые технологические и политические вызовы, среди которых и проблема “фальшивых новостей”. Но прежде чем разобраться в том, какие возможности и риски возникают перед “мозговыми центрами” сегодня, стоит разобраться, что мы понимаем под этим термином, какие цели “фабрики мысли” выполняли в России и на Западе на протяжении истории своего развития и, наконец, как следует их классифицировать. 1. “Мозговой центр” – это калька с перевода английского термина think tank. В российской академической среде встречается и другая версия: “фабрика мыслей”. В данной статье мы будем использовать оба термина как синонимы.

6 Как считают в академической среде, “мозговые центры” – это некоммерческие научные организации, которые проводят стратегические, военно-политические, экономические, социальные, технологические прикладные и теоритические исследования по собственной инициативе или по заказу государственных, общественных, благотворительных, коммерческих и некоммерческих структур [8; 9; 10]. “Фабрики мысли” часто работают как мосты между академической средой и политиками, с одной стороны, и государством и гражданским обществом, с другой [11]. Они являются неотъемлемой частью современного демократического процесса, предполагающего конкуренцию и автономность. «Основными формами участия аналитических центров в политическом процессе, – пишет Д. Зайцев, – являются поддержание неформальных контактов с лицами, принимающими решения; участие в формальных процедурах (например, парламентские слушания и “работа по контракту”); участие в дискуссионных формах коммуникации с политиками, средствами массовой информации, экспертным сообществом» [6].
