Abstract

Elections to the European Parliament to be held in May 2019 became a true political contest for the first time. Their results will influence further institutional reforms in the European Union, as well as have a decisive impact on prospects for democratization of the EU political system. Expert community does not doubt that with these elections we shall see the end of the long-term duopoly of Christian Democrats and Social Democrats in the EP, while the numbers of its Members (MEPs) representing populist radical parties of the right, will grow substantially. This article proposes a comprehensive examination of national voting systems applied to MEPs’ elections, including electoral threshold, constituencies, ballot type and distribution of seats. The authors scrutinize the effect of each variety and show which of them favour mainstream parties and which are more favourable to small (radical) parties. It is argued that these varieties may have some impact on the final allocation of seats in the EP. Furthermore, it is widely used by some national governments in order to withstand further radicalization of the European Parliament. Special attention is paid to the expectable transformations of the European party groups. To begin with, the schism of the most numerous European People’s Party (EPP) cannot be excluded, once it loses its own Eurosceptical wing. Second, the future of the Europe of Freedom and Direct Democracy party group remains undecided, as it depends on participation within its ranks of the United Kingdom Independence Party. At the same time, representatives of populist and radical parties can unite, thus launching a serious challenge against the mainstream parties, standing for European integration. An onward analysis of the new political dynamics in the integrated Europe is built in the article around the outlook for the appointment at the end of 2019 or a bit later of the new president of the European Commission, the key institution in the European system of governance, to be determined by the decision of the European Council and the European Parliament. This analysis leads to a conclusion that in fact, the chances of Manfred Weber from the European People’s Party, generally regarded as a frontrunner of the present electoral race, are not as sound as it appears.

1 В большинстве публикаций, посвященных грядущим выборам в Европейский парламент, был отмечен “подъем популистских партий, которые вполне могут претендовать на хорошие результаты на выборах 2019 г., а значит, и на лидерство в Евросоюзе” [1, с. 43]. Революция, происходящая в европейской партийной политике национального уровня, действительно достигла Брюсселя в 2019 г. Согласно большинству прогнозов, евроскептики из множества разных, преимущественно мелких, партий правого и левого толка способны в совокупности получить около 200 мест в будущем составе ЕП [2], что составляет менее трети от общей численности депутатского корпуса (705 евродепутатов без учета британских мандатов). Однако для принятия нового законодательства в ЕП, как правило, требуется абсолютное большинство, чтобы изменить или отвергнуть позицию Совета министров.
2 Ожидается при этом, что главным партиям традиционного мейнстрима, при заметных потерях, удастся все же сохранить преобладание своих европейских партийных фракций. Это примерно четверть от общей численности ЕП у консервативной Европейской народной партии (ЕНП) – 1-е место и около одной пятой – у социалистов – 2-е место. При поддержке либералов это позволит проевропейским силам составить искомое абсолютное проинтеграционное большинство. Тем не менее если евроскептики сумеют договориться в своем кругу, то они действительно будут в состоянии успешно продвигать собственную повестку и оказать сопротивление традиционным партиям в ЕП, чему отсутствие абсолютного большинства не помешает – в конце концов для принятия самых важных решений в ЕП нужно квалифицированное большинство.
3 Между тем если оставить за скобками общую для них антипатию к идеям углубления европейской интеграции, то евроскептиков на самом деле объединяет немногое. Так, если Маттео Салвини, вице-премьер итальянского правительства от партии Лига, надеется, что другие государства – члены ЕС разделят с Италией бремя приема мигрантов, то премьер-министр Венгрии Виктор Орбан вообще не хочет допускать мигрантов в свою страну, мало отличаясь в этом от словацких социалистов, чешских либералов и польских консерваторов. Вспомним к тому же, что семь членов ЕП, избранные от правой партии “Альтернатива для Германии” (АдГ) в 2014 г., внутри ЕП впоследствии разошлись по трем партийным группам, причем только один из семи остался в итоге в составе партии АдГ.
4 Для более нюансированного анализа ситуации в настоящей статье подробно представлена картина того, как устроены выборы в Европейский парламент. Дополнительно оценивается влияние на их вероятные результаты в 2019 г. таких привходящих, повышающих меру хаотичности происходящего факторов, как Брекзит или движение “желтых жилетов” во Франции. На примере прогнозируемой будущей расстановки сил в ЕС по вопросу о назначении главы Европейской комиссии дана также более предметная оценка способности партий евроскептиков и популистов к достижению “внутриродового” согласия, чему, впрочем, могут препятствовать глубокие идеологические различия между их отдельными “видами”. Подобный анализ представляется ценным для уточнения контуров политического будущего Европейского союза. Сегодня во власти ЕП, первого и единственного наднационального парламента в мире, не только не допустить вступления в силу предлагаемых Комиссией конкретных законопроектов, но также надолго задержать назначение нового состава Комиссии, помешать вступлению в силу будущих международных договоров и торговых соглашений, заключаемых ЕС, и даже внести значимые поправки в ежегодный европейский бюджет.
