Russian Humanitarian Aid to the Population Affected by Hostilities in Eastern Rumelia (South Bulgaria) in 1879—1886

The article is devoted to understudied issue — Russian humanitarian aid to the population of Eastern Rumelia after the end of the Russian-Turkish war. In line with the reforms carried out by the Russian occupation administration in the military and political fields, with the help of the Russian Red Cross Society, Slavic charitable societies and private individuals, local charitable organizations were formed. Certain part of the Russian military circles had overestimated expectations from charitable activities; it was assumed that it would strengthen the “attachment of liberated Bulgarians to the liberator Russia” Both state and public assistance to charity organizations were “frozen” in 1885 year in connection with the break of diplomatic relations between St. Petersburg and Sofia.
