In 2022, a reform was carried out in the system of state extra-budgetary funds, which resulted in the formation of the Pension and Social Insurance Fund of the Russian Federation with the simultaneous abolition of the Pension Fund of the Russian Federation and the Social Insurance Fund of the Russian Federation. The Social Fund of Russia has been operating since 01.01.2023, and the budget of this Fund has been formed and executed since the same time. The objective of forming an objective assessment of the reform that has taken place will be facilitated by an analysis of the budget of the Social Fund of Russia, its revenues and expenditure directions, balance, which, in turn, will allow us to conclude that there is or is not an appropriate degree of financial stability of this Fund necessary to fulfill its tasks, functions and exercise of powers.

The purpose of the study: to summarize the first post–reform results of the functioning of the budget of the Social Fund of Russia in 2023-2024.

The objectives of the study are as follows:

- to carry out a historical tour of the functioning of state extra-budgetary funds in the Russian Federation;

- to determine the legislative basis for the formation, distribution and use of the budget of the Social Fund of Russia;

- analyze the revenue sources and expenditure directions of the budget of this Fund;

- to identify possible risks of the formation and execution of the budget of this Fund;

- to evaluate the budget of the Social Fund of Russia for financial stability and the implementation of the function of financial support for the sphere of social protection of the population.

In the process of preparing the article, formal legal, comparative legal, historical and other scientific research methods were used.

As a result of the conducted research, it was concluded that the reform of the system of state extra-budgetary funds did not have a significant impact on the budgetary activities of the Social Fund of Russia, on the formation of its income and on the implementation of expenses, which should be assessed positively, since the budget of the new combined Fund coped with its main task of financially ensuring the social obligations of the Russian Federation and demonstrated financial stability,financial and legal mechanism.
