One of the main tasks of the state scientific and educational policy is the formation of a system of reproduction and involvement of personnel in the processes of scientific and technological development of the country, including by increasing the number of scientific personnel, including representatives of university science. However, the imperfections of the current legislation give rise to legal uncertainty regarding the legal status of scientific and pedagogical workers, who are of key importance in staffing the field of science. In this regard, an analysis of industry legislation is required to determine the legal status of scientific and pedagogical workers, as well as the search for possible ways to improve it.

The purpose of the study is to identify the imperfections of the legal status of scientific and pedagogical workers and formulate ways and means of its optimization based on the study of regulatory and scientific material. The objectives of the study are to analyze the legal status of pedagogical and scientific staff of the university, which make up the category of "scientific and pedagogical workers", to identify its features and imperfections. The study of scientific research in the field of the legal status of scientific and pedagogical workers. Formation of proposals for its improvement, taking into account the need to strengthen scientific and technological sovereignty.

In the course of the research, formal legal, comparative legal research methods, as well as the method of modeling and expert assessments were used.

The result of the study was concrete proposals for amendments to the current legislation in terms of the content and correlation of the rights and obligations of scientific and pedagogical workers.
