Abstract

In the modern conditions of the development of the Russian legal space, when the structure of the legislative system has developed and the law is actively included in the system of solving important strategic tasks, the effectiveness of legal regulation is ensured not only by developing and adopting normative legal acts that meet quality criteria, but also through an organic combination of law-making and law enforcement in the general cycle of legal development, improvement of law enforcement activities, in the course of which the norms of law are transformed from formal abstract prescriptions into rules that determine the behavior of subjects of law in specific life circumstances.

The purpose of this study is to determine the features and prospects of the transformation of the culture of law enforcement in the context of legal memetics. Based on the use of legal memetics tools that explain legal development through the prism of legal memes – the smallest units of transmission of legal and cultural information capable of replication and dissemination, the author analyze the current state and vectors of further development of the culture of law enforcement. The article identifies key legal memes of law enforcement, means of their variations and selection, which may contribute to the development or restriction of certain legal norms and law enforcement practices; the ways of managing these memes in the direction of ensuring their effective functioning within the legal system are determined.

The research uses formal legal, system-functional, cultural methods, as well as methods of legal forecasting and legal modeling.

The author conclude that law enforcement activity, which is closest to the actual circumstances of society, is one of the main mechanisms for the reproduction of memes in law and a key methodological tool for creating socio-legal reality through the feedback effect, and the appeal to the interdisciplinary field of legal memetics allows us to explore and predict the dynamics of cultural changes in the main parameters of law enforcement in the context of global challenges of our time.
