Abstract

The relevance of this article is due to the objective need for further development of methodological approaches to the study of the academic discipline "Life Safety" (hereinafter – BD) in the higher education system of the Russian Federation. This discipline is one of the main components of the mechanisms that allow for deep, qualitative and timely study of problems in the security of the individual, society and the state, which have high dynamics and mobility in the Russian community. This circumstance makes it necessary to constantly analyze the state of this discipline, the methodology of its teaching in, as well as the main problems of its development in Russian universities. The purpose of our research is to substantiate the necessity and expediency of the transition in the process of studying the discipline of BDZ from issues related to man-made hazards to the development of a culture of safe behavior in the field of information, energy, economic, transport, criminal, national security. It is with these problems of protection and survival in the socio-cultural sphere that the citizen of modern Russia faces more than with man-made dangers. This is what the National Security Strategy of the Russian Federation of July 2, 2021 is currently aiming at. The most important task of our research is to substantiate the socio-natural nature of the competence of the CC-8, introduced into the educational process in higher education institutions of the Russian Federation by the new educational standards of FGOS3++. The authors used the methods of structural and functional analysis, which allowed them to build and substantiate a theoretical model for analyzing the process of studying the academic discipline of BD in the higher education system of the Russian Federation at the present time. Based on the analysis of the constructed model, the authors come to the main conclusions that it is necessary to develop and adopt a law at the federal level as soon as possible, laying down a clear understanding of the category "security". At the same time, it is necessary to work out and clearly define the system of indicators for the competence of the CC-8. The paper highlights other aspects of the research and educational process, which, according to the authors, can optimize the process of studying the discipline in universities of the Russian Federation.

1 Введение. Анализ процесса эволюции дисциплины БЖД начинается с 1990 года, когда она была утверждена в качестве обязательной учебной дисциплины в вузах Российской Федерации с целью выработки теории безопасности и формирования у учащихся безопасного мышления и соответствующего поведения. Она объединила в единое целое ранее существовавшие дисциплины «Охрана труда», «Экология», «Гражданская оборона» и «Медицинская подготовка». В этот период БЖД обеспечивает общую грамотность обучаемых в области безопасности, являясь при этом научно-методическим фундаментом для всех специальных дисциплин в области безопасности (безопасность труда, пожарная безопасность и др.). Как учебная дисциплина БЖД давала знания, умения в обеспечения собственной безопасности и выживания человека в неблагоприятных (угрожающих) условиях. По своей сути она носила прикладной характер и находилась в профессиональном блоке ФГОСов [1].

По своему содержанию дисциплина во многом дублировала проблемы, изучение которых осуществлялось в рамках изучения основ безопасности жизнедеятельности (далее ОБЖ), предусмотренных образовательным стандартом среднего (полного) общего образования по ОБЖ. Как правило, они касались получения знаний в области безопасного поведения человека в различных ситуациях опасного характера, носящих природу техногенного, социального и природного происхождения, а также чрезвычайных ситуаций. Сторонники данного подхода В.А. Девисилова, Т.П. Гордиенко, Д.О. Копытова и др [2].

Особо следует отметить требования документов (ФГОС того периода) по овладению умениями обучаемых действовать в различных опасных и чрезвычайных ситуациях (ЧС). Они должны были умело использовать различные средства индивидуальной, а также коллективной защиты. Значительная часть учебных программ посвящалась вопросам оказания первой медицинской помощи пострадавшим в различных чрезвычайных ситуациях [3].
4 При внимательном изучении содержания требований, обусловленных положениями компетенции ОК-9, «Способность использовать приемы первой помощи, методы защиты в условиях чрезвычайных ситуаций (ЧС)» во многом является предметом изучения дисциплины ОБЖ (базовый уровень), изучаемой в рамках среднего общего образования. То есть происходило дублирование изучаемых проблем безопасности в курсе ОБЖ и БЖД [3].

Однако в этот же период существует другая точка зрения на вопросы безопасности и особенности их изучения в процессе преподавания дисциплины БЖД в вузах России. Ряд ученых, среди которых следует выделить Р.И. Айзмана, Н.С. Шуленину, М.В. Ширшова, А.А. Михайлова, предлагают рассматривать вопросы безопасности через призму развития триединой системы личность, общество, государство [4].
6 С введением в учебный процесс в вузах Российской Федерации новых образовательных стандартов ФГОС 3++, в рамках которых реализуется новая компетенция УК-8 «Способен создавать и поддерживать в повседневной жизни и в профессиональной деятельности безопасные условия жизнедеятельности для сохранения природной среды, обеспечения устойчивого развития общества, в том числе при угрозе и возникновении чрезвычайных ситуаций и военных конфликтов», стало меньше проблем, связанных с дублированием вопросов, изучаемых в курсе ОБЖ, определенных образовательным стандартом среднего общего образования [5].
