Abstract

The article considers the main aspects of the formation of a methodology for motivating monitoring of the constituent entities of the Russian Federation, focused on obtaining complete and reliable information, which is the basis for making adequate management decisions in the education quality management system. A system of indicators and motivations is present. The areas of evaluation of data of Motivating monitoring of the constituent entities of the Russian Federation are divided into 3 blocks: 1) creating conditions for achieving results - assessing the quality of work of the constituent entities of the Russian Federation in a direction that provides educational and educational results; 2) achievement of educational and educational results - assessment of the contribution of the constituent entities of the Russian Federation to the achievement of strategic educational and educational results of the country's education system; 3) organization of work processes - assessment of the quality of administrative work and executive discipline of the constituent entities of the Russian Federation. The article also provides a calculation formula for the formation of ratings of subjects of the Russian Federation. The authors propose a discussion on the prospects for the development of the education quality management system and the feasibility of expanding the scope of monitoring to the municipal and institutional levels.

1 Введение. Система образования Российской Федерации испытывает влияние глобальных и национальных процессов, которые определяют направления её трансформации и требуют принятия целого ряда управленческих решений на всех уровнях власти: федеральном, региональном, муниципальном, институциональном [1]. Независимо от мировых и внутренних тенденций в современном российском обществе неизменно присутствует потребность в получении качественного образования.
2 Общие стратегии решения проблем развития содержатся в Указе Президента Российской Федерации от 7 мая 2018 года «О национальных целях и стратегических задачах Российской Федерации на период до 2024 года» [2], Паспорте национального проекта «Образование» [3], Постановлении Правительства Российской Федерации от 18.04.2016 №317 «О реализации Национальной технологической инициативы» [4] и др. В указанных документах обозначены основные направления модернизации российского общества, российского образования в условиях нелинейности и неопределенности социально-экономических процессов в мире, постоянных и стремительных изменений технологий, в том числе информационных и социальных, а также различных инноваций в социально-экономической сфере. Указанные направления актуализируют необходимость модификации подходов к оценке управления качеством образования – пересмотр парадигмы оценки с доминирующего акцента «оценка как измерение» на «оценку как основной механизм (инструмент) по улучшению результатов и качества образования». Применение подходов к оценке как к констекстуализированной практике, которая должна быть радикально пересмотрена в контексте беспрецедентных социальных изменений, позволяет обосновать применение тектологического подхода [5] при организации и разработке методологии оценки качества общего образования [6, 7].
3 В настоящее время в Российской Федерации сложилась система оценки качества образования на федеральном уровне, включающая целый комплекс процедур, который позволяет осуществлять комплексную и многоплановую оценку качества подготовки обучающихся и оценку уровня профессиональной компетентности учителей.
4 Очевидным фактом является то, что с увеличением количества требований, предъявляемых к самой системе образования (реализация ФГОС, доступность, качество, цифровое равенство и др.), растут и требования к специалистам, в задачи которых входит эффективное управление данной системой. Эффективность управления необходимо оценивать, так как это неотъемлемый элемент целостной системы управления качеством образования, которая целенаправленно формируется Минпросвещения России. Однако отсутствие единых стандартизированных измерительных материалов оценки эффективности механизмов управления качеством образования и культуры использования результатов такой оценки на всех уровнях может негативно отразиться на решении сформулированной стратегической задачи по достижению российским образованием высокого уровня, сравнимого с лучшими мировыми примерами.
