Abstract

The article is devoted to the consideration of innovative directions for improving the social education of specialists in the social sphere in the context of the implementation of national projects. The education requirements in a networked civilization are analyzed, new cognitive capabilities of the individual are taken into account in the context of network environment in the development of the potential of social education, both in content and in aspects of new organizational forms and technologies. The development of social education is viewed in the historical and cultural context from the early 1990s to the present day, against the background of the improving system of secondary and higher vocational education. The role of social functions of education in the context of international and federal requirements for the integration of people with limited mobility into modern society is revealed. The content of each of the functions of social education is analyzed, taking into account the new innovative directions of reality in institutional forms, the updating regulatory framework, and the experience of innovative activities with people with limited mobility. In a single conceptual plan, the analysis of programs for individual recipients of social services, the professional training of specialists in social work and the assessment of students' activities of the relevance and significance of the main activities within the framework of social education programs are considered. Special attention is paid to inclusive complementary education programs for persons with disabilities. Integration processes in the education of elderly citizens and persons with disabilities, the implementation of andragogical programs for them, their acquisition of higher status, and improvement of their quality of life are considered. Conclusions are drawn about an innovative approach to improving the social education of specialists in the social sphere in a networked society.

1 Введение. Актуальность исследования заключается в обосновании вектора развития социального образования специалистов социальной сферы, где выделяются следующие приоритетные направления:
  • новые требования сетевого общества к подготовке специалистов социальной сферы в контексте целей и ценностей образования и культуры в эпоху неопределенности XXI века;
  • новые познавательные возможности, открывающиеся для обучающихся с учетом специфики инновационного содержания и организации социального образования;
  • обогащение социальных функций образования в связи с постоянно изменяющейся социальной реальностью, обновлением нормативно-правовой базы реализации социальной политики, системой поддержки граждан, социальной защитой отдельных групп населения, взаимодействием ведомств, научных и профессиональных сообществ, общественных организаций, направленных на развитие системы действий, связанных с реализацией национальных проектов «Демография», «Образование», государственной программы «Доступная среда» и др.
2 Цель исследования: обоснование инновационных направлений совершенствования социального образования специалистов социальной сферы в условиях цифровой цивилизации.
3 Методы были определены целью нашего исследования, в них входят: контент-анализ современной научной литературы по вопросам формирования и развития социального образования, метод анкетирования для выявления отношения обучающихся к вопросам формирования доступного социального образования, а также анализ официальных интернет ресурсов (сайтов) на предмет выявления инновационной направленности обучения людей старших возрастных групп.
4 Результаты. Анализ современной научной литературы выявил, что совершенствование социального образования в условиях новых требований общества предполагает ориентацию на следующие приоритеты:
  • опора на сетевые ресурсы сети интернет как базового канала коммуникации, способствующего развитию коммуникативной среды, преодолению пространственно-временных, межпоколенческих, межотраслевых, межэтнических и других ограничений;
  • доминирование горизонтальных связей над вертикальными во всех сферах коммуникации и взаимодействия, что приводит к новым моделям связей мини-сообществ в аспекте межотраслевого взаимодействия, обогащающего содержание и технологии социального образования;
  • поддержка личностно-ориентированных тенденций в пространстве сетевых ресурсов (индивидуализация образовательных услуг, создание сообществ, организующих волонтерскую помощь, объединений, ориентированных на творчество, образование, социокультурную коммуникацию, персонализированный сервис);
  • учет новых запросов, которые вызваны высоким уровнем динамики изменений в обществе, связанным с созданием новой информации, которая выступает основной ценностью и требует дополнительных экономических ресурсов. Необходимо учитывать, что меняется расстановка сил в системе «человек-информация»; если раньше пользователь, как правило, выступал потребителем информации, то теперь его роль в сетевом пространстве становиться более активной и ориентированной на получение конкретного результата.
