Abstract

Current trends in the development of the education system of the Russian Federation dictate new requirements for education managers at the regional, municipal and institutional levels. The evaluation of the performance and efficiency of the activities of existing education managers, based on the principles of objectivity, openness, applicability of results is an important element of the education quality management system. There is a need to develop a model methodology for evaluating the effectiveness and efficiency of the activities of managers of the education system at all levels, considering the current, balanced objectives of the education system, structuring the strategic goals and their performance indicators across all levels of management. The article presents a model methodology for evaluating the effectiveness and efficiency of the heads of the education system at the regional, municipal, and institutional levels, the purpose of which is to provide methodological support and support for a comprehensive and objective assessment within the framework of unified general approaches invariant to its levels. The model methodology is both a factor in the development of regional, municipal and institutional systems for assessing the quality of education and a tool for achieving the results of implementing management tasks at all levels of the education system.

1 Введение. Совершенствование системы образования Российской Федерации диктует особые требования к руководителям в области образования всех уровней (регионального, муниципального, институционального), отличающиеся от требований, которые характеризуют деятельность управленческих работников в других отраслях. В российских условиях управленческие решения, принимаемые руководителями системы образования, их личностные и профессиональные качества играют определяющую роль в повышении качества образования.
2 Понятие «качество образования» закреплено Федеральным законом от 29.12.2012 г. № 273 «Об образовании в Российской Федерации». Под качеством образования понимается «комплексная характеристика образовательной деятельности и подготовки обучающегося, выражающая степень их соответствия федеральным государственным образовательным стандартам, образовательным стандартам, федеральным государственным требованиям и (или) потребностям физического или юридического лица, в интересах которого осуществляется образовательная деятельность, в том числе степень достижения планируемых результатов образовательной программы» [1]. Данное определение не только задает четкие целевые ориентиры, но и предусматривает особенности современных требований к системе образования.
3 Одним из направлений развития системы управления качеством образования является актуализация действующего законодательства. Так, изменения, внесенные в Федеральный закон «Об образовании в Российской Федерации», касаются выстраивания управленческой вертикали в системе образования: реализация процедуры согласования назначения должностных лиц исполнительно-распорядительных органов муниципальных районов и городских округов в сфере образования возложена на региональные органы государственного управления в сфере образования. В свою очередь, при назначении руководителей региональных органов исполнительной власти в сфере образования процедура согласования назначения возложена на Федеральный орган исполнительной власти, осуществляющий функции по выработке и реализации государственной политики и нормативно-правовому регулированию в сфере общего образования (Минпросвещения России) по согласованию с федеральным органом исполнительной власти, осуществляющим функции по контролю и надзору в сфере образования (Рособрнадзор) [1]. Таким образом, повышается объективность контроля эффективности и результативности профессиональной деятельности руководителей системы образования всех уровней, контроль приобретает внешний, независимый характер.
4 Однако сложившаяся система оценки качества образования не учитывает многие значимые с точки зрения управления аспекты: при общей педагогической цели для руководителей разных ступеней управления управленческие цели отличаются существенно, что влияет на управленческие задачи, механизмы, инструменты, ресурсы [2]. В целях повышения эффективности системы управления качеством образования актуальным направлением совершенствования системы образования Российской Федерации становятся создание и реализация модели объективной оценки результативности и эффективности деятельности руководителей системы образования с учетом управленческого уровня – регионального, муниципального, институционального.
