Abstract

The article analyzes foreign practices of human capital management and mechanisms for the implementation of personnel policy in science and education in the context of changes in the state policy of the Russian Federation in the field of scientific and technological development aimed, inter alia, at strengthening the human resource potential of domestic science. The authors give a brief overview of the current state of research on the issue, which allows to divide research on human capital into several directions: the first of the them focus attention on the need to integrate the scientific elite into the process of political decision-making, the second of them focus on the formats of interaction between the scientific community, the business sector and the state. The experience of a number of Asian (China and Singapore) and European (Germany and Finland) countries, which in recent decades have demonstrated high indicators of socio-economic development, through the implementation of a qualitatively new model of digital government in particular, was chosen as the subject of analysis of effective practices of human capital management in the scientific area. The methodological basis for the analysis is the concept of national innovation systems, which allows us to consider the problem of human capital formation in a set of tasks to improve the system of science and education support. The conclusion is made that in the conditions of increasing the role of the quality of labor and technological processes, it is the competent management of human capital that becomes the key factor determining the dynamics of innovative development and, as a consequence, the formation of the national innovation system.
