Abstract

The 1970s was the decade of active opposition to neocolonialism, two major oil crises and significant changes in the global oil industry. Developing countries sought to gain true economic independence and establish mutually beneficial trade relations with developed countries. In particular, developing countries’ control over their own natural resources and efficient development of their national oil and gas complex were issues of great importance. The Soviet Union and its allies paid serious attention to economic and technical cooperation with Third World countries: this was necessary to speed up and sustain the process of industrialization and economic growth in these countries. But the cooperation could also bring real economic benefits to socialist states themselves. The present article is largely based on a number of archival documents (from RGAE and RGANI) and is an attempt to answer the following questions: did Comecon members try to solve the problem of petroleum scarcity through their economic and technical cooperation with developing countries in the 1970s? If so, how did they coordinate their joint efforts in this sphere?
