Abstract

The article analyzes the history of development and some prospects for the future federalism of the Russian Federation, in particular, after the July 1, 2020 the All-Russian vote on amendments to the Constitution of the Russian Federation, according to which a unified system of public power was fixed in the state. In the theory of state and law, taking into account modern world practice, unitarianism may well be combined with the independence of subjects, and federalism with a strong central government. The author of the article explores the issues of the optimal possible combination of unitarianism and federalism. Among the measures needed to be taken in order to modernize (modernize) federal relations, there may be: reforming the state structure through the transition to a model of unitary federalism; unification of the practice of dividing powers and subjects of jurisdiction of the federal center and the subjects of the federation; development of local self-government; increasing the responsibility of state bodies and local self-government for the state of social well-being of the population. Achieving the optimal variant of the federal structure in the Russian Federation implies the need for a preliminary comprehensive analysis of the state of federalism of the Russian Federation, based on the principles formulated in the Constitution of the Russian Federation of December 12, 1993, principles that by their nature corresponded to the interests of the liberal-democratic reorganization of the Russian Federation.
