Abstract

The article substantiates the position that the interpretation of the norms of normative legal acts precedes the concretization, precedes it. Therefore, it is more correct to assume that the process of concretization ends with the adoption of a law-concretizing act, rather than an interpretative one. Common features of concretization and interpretation, as well as differences between them, are revealed. The article reveals the functional originality of acts of concretization, their legal nature, legal force, and legal tools used to eliminate the semantic ambiguity of regulatory prescriptions.
