Abstract

The article deals with the issues of federal government borrowing, as well as the development trends of the institute of state credit under conditions of unceasing sanctions pressure, aimed at the economic weakening of Russia. The conclusion is made about the inevitability of the regular entry of the Russian Federation into relations on the state loan. At the same time, given the decline in demand for its debt instruments from outside investors, as well as the reduction of investment opportunities from national corporate lenders, the state pursues a financial policy aimed at involving the population of Russia in relations on the state loan. It also substantiates the thesis that the deficit of the federal budget is not an absolute factor entailing the need for public borrowing.
