Abstract

The aim of the work is the methodological substantiation of the interdisciplinary study of the legal mechanisms of public health protection from adverse climatic factors of the Arctic. Methods. The article contains ecological and legal analysis of the research data on the Arctic as a climate-forming region, the anthropogenic impact on which entails gradual climate change. On the basis of the method of legal modeling the authors developed proposals to improve the regulation of public health in connection with climate change. Results. Climate change increases the risk of hydrometeorological phenomena and air pollution with persistent highly toxic substances, as a result of which the population has reduced resistance to climate-dependent diseases, including diseases of the oral mucosa and skin. Legal mechanisms for protecting public health from adverse factors of climate change in the Arctic are a system of measures to counter the negative effects of climate change, expressed in the directions of state policy to reduce (mitigate) the effects of these changes on life and health. Summary. At the legislative level there are no special measures to ensure the protection of public health from adverse climate change. Such measures should be provided for in the Federal law "On the basis of public health in the Russian Federation".
