Abstract

The article examines the social perception of migrants employed in the area of public transportation, focusing specifically on the shuttle vans of Chelyabinsk. In this large industrial city, featuring a population of over a million people, shuttle vans operated by migrant workers have been dominating the transportation market within the last decade. As a result, there has surfaced a complex set of notions about “locals” and “aliens” in the urban space. This particular means of public transportation, being generally associated with speed and mobility, has been increasingly acquiring an additional symbolic significance, for shuttle vans have come to be seen and experienced as a setting where everyday contact with migrants takes place and where positive or negative perceptions of “outsiders” are formed and picked up. Indeed, the image of shuttle van stands for a manifestation of economic and cultural practices and reflects social relationships between city locals and migrants (predominantly of Central Asian origin). The article draws on ethnographic research including extensive interviews with drivers and passengers as well as media content analysis.

1 Политика государственного протекционизма на рынке труда для граждан РФ, повышенный интерес экспертов, общественности и масс-медиа к проблемам миграции в современной России актуализируют научный интерес к восприятию мигрантских меньшинств и сферам их занятости. Появление маршрутных такси в системе городского транспорта совпало с периодом активных социальных, политических и экономических трансформаций постсоветских государств. Неотъемлемыми атрибутами этих изменений стали рост трансграничных миграций и появление мигрантских форм хозяйственной деятельности (в торговле, сфере услуг). В гуманитарных науках происходило динамичное развитие миграционных исследований. Большой интерес вызывали объекты, маркированные как мигрантские: “этнические” рынки (Григоричев, Дятлов 2017; Авдашкин 2020) и районы концентрации мигрантов в городском пространстве (Варшавер и др. 2020), заведения общественного питания (Варшавер, Рочева 2014; Гуляева 2017) и даже тепличные комплексы для выращивания овощей (Григоричев 2016).
2 Вне поля зрения исследователей остаются вопросы этнической маркировки общественного транспорта. В сфере изучения городской мобильности есть примеры публикаций, посвященных сетям маршруток (см.: Сорокина 2008; Sanina 2011; Burrell, Horschelmann 2014; Sgibnev, Vozyanov 2016; Turdalieva, Weicker 2019). Этот вид транспорта во многом олицетворяет неформальные общественные отношения транзитивного периода – девяностых годов XX в. (Sgibnev, Rekhviashvili 2020: 350). Наша работа отражает взгляд со стороны: нас интересует не функционирование сообществ трудовых мигрантов в сфере пассажирских перевозок, а восприятие приезжих местным населением. Некоторые черты образа водителя-мигранта на материалах санкт-петербургских медиа показаны в публикации И.В. Ивлевой (Ивлева 2014). Аналогичные исследования в других городах России, как следует из обзора литературы, в нужном нам ракурсе не проводились.
3 Присутствие мигрантов в некоторых сферах деятельности вызывает неприятие населения. Возникает беспокойство по поводу “захвата” ими целых отраслей хозяйства. Судя по последним данным ВЦИОМ (декабрь 2018 г.), наиболее критично настроены россияне к занятости приезжих в структурах местной власти и самоуправления (74% против), правоохранительных органах (69%), в учреждениях образования (58%), на предприятиях общественного транспорта (58%) и в медицинских учреждениях (51% против) (Иммиграция в Россию… 2018). Таким образом, водители-мигранты также входят в “топ” этого своеобразного антирейтинга.
4 Цель статьи – проследить, как жители крупного российского города осуществляют этническую категоризацию общественного транспорта, а конкретно – маршруток. Интерес к повседневным практикам побуждает обратиться к локальности как основному объекту изучения (Дятлов 2009; Schiller, Çalar 2009). Локальность имеет территориальное и отчасти совпадающее с ним социальное измерения. От региона к региону, от города к городу ситуация различается. Оптику восприятия объектов, на которые направлена деятельность мигрантов, определяют интенсивность и направления миграции, наличие или отсутствие социальных ниш для мигрантов, характер взаимодействия с принимающим обществом, органами власти и т.д. Целесообразно различать и изучать процессы отдельно в городах-миллионниках и их пригородах, провинциальных городах и сельской местности (Абашин 2012; Räuchle, Schmiz 2018).
