Abstract

The article discusses spatial and temporal dimensions of the interaction between the local population and the state in Northern Baikal. The main analytical categories in this work are not the “presence” or “absence” of the state, but the uneven distribution and inconsistency in space and time of potential control actions of the state structures that give local people the opportunity to master resources independently employing their skills and knowledge of the landscape. Despite the fact that there are official rules governing hunting and fishing, as well as the gathering of wild plants and logging, they are often violated, since the informal land use is an important source of income and food for local people. The exploitation and distribution of bioresources by the inhabitants of Siberian settlements remote from the centers are possible due to the presence of “free spaces” where people can act in accordance with their “own law” rather than official rules.

1 Для сибирских отдаленных населенных пунктов, сталкивающихся с постоянной нехваткой ресурсов, актуальна проблема нарушения природоохранного законодательства. Зачастую местные жители пользуются незаконными способами добычи, происходит превышение квот охотниками и рыбаками, практикуется несанкционированная вырубка леса и т.д. Данное явление во многом стимулируется спросом на продукты охоты и рыболовства на черном рынке и связано с относительно высоким уровнем скрытой безработицы. На севере Бурятии доступ к ресурсам регулируется действующим законодательством, определяющим порядок добычи путем установления квот, сезонных и технологических ограничений, но в реальности на местах, особенно в условиях высокой конкуренции за ресурсы, эти правила не работают.
2 Основными методами при проведении данного исследования были включенное наблюдение (проживание в семье ключевых информантов) и интервью. Автором были проинтервьюированы жители, использующие наиболее значимые местные ресурсы (рыбаки, охотники и заготовители леса), рассмотрены основные стратегии, связанные с организацией процесса добычи/вылова и сбыта. Аналитический фокус был направлен на рассмотрение взаимосвязанного сочетания различных видов деятельности, что позволяет жителям Северного Байкала обеспечивать себя ресурсами в условиях удаленности от центров.

Рыбацкое и охотничье село на Байкале: изменение режима доступа к ресурсам

Исследуемое село имеет ряд особенностей. Во-первых, местное население активно вовлечено в практики неформального природопользования, чему поспособствовало закрытие крупного колхоза (т. е. данный населенный пункт имел опыт сильного государственного присутствия, а в постсоветский период произошло сокращение рабочих мест). Во-вторых, село находится на достаточном удалении от республиканского центра, что не позволяет властям Бурятии в полной мере контролировать практики природопользования местного населения. В-третьих, расположение села на территории, богатой природными ресурсами, помогает его жителям существовать в условиях сократившейся государственной поддержки и высокого уровня безработицы.
4 На жизнь села оказали влияние крупные советские проекты индустриального развития: комплексная геологическая экспедиция (1950–1960-е годы) и строительство БАМа (1970–1980-е годы). Реализация этих проектов сопровождалась постепенным улучшением снабжения местного населения. В селе располагалась центральная усадьба колхоза, который был “миллионером” (приносил ежегодно более миллиона рублей прибыли); люди были организованы в специальные рыболовецкие бригады и бригады охотников на нерпу (лат. Pusa sibirica); была создана звероферма; работал цех по пошиву меховых изделий, где изготавливали в основном унты и шапки из нерпичьих шкур; в дополнение к этому население занималось заготовкой леса и скотоводством. С закрытием колхоза в 2000 г. многие жители села остались без работы и вынуждены были искать альтернативные возможности заработка. В данной ситуации они стали ориентироваться в основном на использование местных ресурсов.
