Fishermen and Supervisory Instances on the Ob’ River: Law Enforcement in the Shadow of Local Rules of the Game

This article presents a detailed analysis of various ways of informal private environmental management at fisheries in the context of control practices by representatives of the local executive power. In the light of uncovered strategies by which inspectors construct instances of “reference offense” and thus stigmatize potential violators, as well as of techniques of conspiracy and play based on mutual mythologization, one can argue that a new field of interactions is being formed. But this interaction is organized not according to the logic of confrontation and resistance to the state. The community as a significant agent changes the balance of power relations and embeds the partnership with entities exercising control on behalf of the state within the system of exchange, services, and mutual obligations. Drawing on the micro-anthropological analysis of situational actions, rhetorical practices, and narratives, I examine the complex structure based on the alternation of processes of creation and termination of temporary alliances.

1	Данный текст является результатом полевой работы в течение летнего, осеннего, зимнего сезонов 2017 г. и периода весеннего половодья 2018 г. в п. Сермяжный1, расположенном в среднем течении р. Оби в прибрежной таежной зоне. Основная цель анализа — представить действия и риторические практики рыбаков и уполномоченных сотрудников контролирующих органов в тесной взаимосвязи друг с другом, показывая, как стирается граница между субъектами, которые, как правило, воспринимаются исключительно в качестве оппонентов. Логика действий рыбака — развертывание его отношений с соперниками, инспектором, напарниками, с рекой и погодными условиями — линейна, однако реконструкция формирующихся вокруг промысла социальных отношений, практик и способов аргументации требует обращения к принципу нелинейной драматургии, основывающейся на реверсивной логике полевого исследования. Поэтому в статье я предпринимаю попытку реконструировать цепь событий, отражающих взаимные обвинения и сотрудничество, словесную игру и стигматизацию, сконцентрированные вокруг процесса добычи рыбных ресурсов, контроля со стороны исполнительной власти и способов апелляции к понятиям непротиворечивости, легальности и законности.	1 Название поселка и инициалы информантов изменены по этическим соображениям. Район исследования также не указывается.
2	Несмотря на то что эти процессы происходят на микроуровне, где имеют значение как ситуативные реакции, так и долгосрочные союзы, определяющие стратегии околопромысловой деятельности, частные случаи высказываний и поступков отсылают к макроуровню, раскрывающему роль государства через апелляцию государственных служащих к закону и выстраиваемые ими алгоритмы доказательства нарушений, — потому немаловажен исторический и социально-экономический контекст, в котором развертываются изучаемые практики и события.
3	Использование природных ресурсов на различных исторических этапах существования поселка Разрастание Сермяжного вдоль берега Оби и вглубь лесов в ходе строительства новых улиц и узкоколейки предопределило его необычную планировку. В 1940– 1970-х годах поселок был ядром, точкой схождения транспортных “лучей”: речных, воздушных, наземных. В воспоминаниях местных жителей эти годы предстают периодом расцвета (ПМА 2017), когда хорошо отлаженная система снабжения, торговли и досуговых практик была связана не с близостью к региональному центру, а с тем, что населенный пункт являлся эпицентром добычи ресурса и производства продукции.
4	Если до 1990-х годов территориальное единство и социальная целостность поселка удерживались благодаря деятельности предприятия, то после распада СССР и практически полной остановки лесозаготовительных работ в социальной и пространственной структуре Сермяжного появились разрывы. Эта тенденция стала не просто результатом оттока населения, но и фактического “демонтажа деревни” (Fondahl 1995: 6). Часть огромного населенного пункта отмерла, оставив фундаменты домов, а его концы “сжались”, приблизившись к двум центрам.
