Abstract

 The research focuses on the development of localized specialization and economic diversification theories. Our task is forecasting of the emergence of new strong sectors in the region. On the basis of probabilistic and statistical modeling the model which allows estimating the probability of appearing a new strong sector in the region taking into account characteristics of economic structure is constructed. The possibility of building such a model is based on the assumption that the emergence and development of sectors is largely determined by the evolution of past economic activity. The model uses the indicators of embedding structures of the strong sectors in the regional economies is introduced by the authors. These indicators are based on the probabilistic interpretation and properties of the elements of the matrix, by which economic complexity is estimated following the traditional approach. The probability of originating a strong sector in the structure for each region is estimated. Based on sorting the sectors according to the value of these probabilities and assessments of their potential contribution to socio-economic development expert assessment of the feasibility of developing a new strong sector in the region can be made. The results show that sectors’ introduction and generation in the regional economy is largely due to the evolution of the past economic activity.

1. ВВЕДЕНИЕ

2 Современные представления об экономической сложности связаны с диверсификацией производства. Страны, экспортирующие сложные товары, обычно имеют более высокий уровень душевого материального благосостояния, чем страны, экспортирующие простые товары. Сравнительно недавно была разработана процедура, которая при использовании данных о структуре экспорта по странам позволяет измерять экономическую сложность (Hartmann, 2017; Hausmann, Rodrik 2003; Hausmann, Hwang, Rodrik, 2006; Hidalgo, Hausmann, 2009). Она характеризует уровень вовлеченности стран в международные производственные процессы. Однако эту процедуру можно применять не только для структуры экспорта, но и для структуры выпуска экономики в целом. В работе акцент делается на исследовании экономики регионов РФ на основе данных о налоговых поступлениях по секторам экономики, что позволяет характеризовать структуры региональных экономик, включающиесектора, ориентированные как на внешний, так и на внутренний рынки, а также обнаруживать формирование групп смежных секторов.
3 Доказано, что используемая процедура вычисления экономической сложности в соответствии с подходом (Hausmann, Hidalgo, Bustos et al., 2011) является корректной в смысле существования и единственности решения.
4 Представлена вероятностная интерпретация элементов матрицы, по которой оценивается экономическая сложность. Каждый элемент этой матрицы можно рассматривать как характеристику степени вложенности структуры сильных секторов одного региона в структуру другого. Введены агрегированные показатели, описывающие вложенность структуры сильных секторов каждого региона в структуры экономик других регионов. Показано, что агрегированные показатели вложенности являются статистически значимыми объясняющими переменными для экономической сложности. Высокие оценки экономической сложности регионов соответствуют большим значениям агрегированных показателей вложенности, а низкие оценки — малым значениям.
5 На основе методов вероятностного и статистического моделирования построена модель, позволяющая оценить вероятность появления в регионе нового сильного сектора с учетом характеристик структуры экономики. Модель использует введенные авторами показатели вложенности структур сильных секторов региональных экономик. Для каждого региона оценена вероятность возникновения в его структуре конкретного сектора в качестве сильного. На основе упорядочения секторов по значению этих вероятностей и оценок их потенциального вклада в социально-экономическое развитие может быть дана экспертная оценка целесообразности развития в регионе нового сильного сектора.
6 Полученные результаты не противоречат предположению, что эффекты от локализации и диверсификации могут дополнять друг друга и не являются взаимоисключающими. Оценки вероятности возникновения в структуре региона конкретного сектора в качестве сильного указывают, что появление и развитие секторов в значительной степени обусловлено эволюцией прошлой экономической деятельности. Эти результаты согласуются с выводами в работе (Neffke, Henning, Boschma, 2011), где показано, что регионам легче развивать новые отрасли промышленности, если они связаны с уже имеющимися в регионе.
