Abstract

 

The article was prepared on the basis of the materials of the open lecture “The intellectual economy of the digital age”, given on 6th December 2018, at the State University of Management as part of the program of the II International Scientific Forum “The step into the future: Artificial intelligence and digital economy”.

 

The article proposes a balanced concept of the progressive cyclic development of the digital and intellectual economy as the highest phase of development of digital economy in the context of development of digitalization of social processes. Based on the interpretation of the sequence of Arabic numbers as signs of numbers from 0 to 9, the hypothesis of a ten-step cycle of development of society as a sequence of more complicated variants of the interaction of spiritual and material principles is put forward. Concerning the development of relationship between a person and technical and social systems in the field of economics, such design leads to the conclusion about the formation of intellectual economy — an economy based on the use of intelligence as the main factor and result of socio-economic activity. The concept of system intelligence as the capability of a system to isolate, structure, analyze, and solve problems significant to the system is formulated. Combination of the generalized concept of intelligence with the provisions of system economic theory allows us to characterize the main features of the intellectual economy that distinguish it from other conditions of economy. All this provides the basis for determining the main positive directions and risks of development of the intellectual economy in the new digital age and allows us to express a number of wishes regarding institutional changes that ensure rational transition to intellectual economy.
