Abstract

This article presents the aggregated agent-based simulation model of migration flows of the European Union (EU) countries, implemented in the AnyLogic system, created in the form of an extended “gravity model”, according to which individual decisions by agent-migrants are based on the integrated assessment of socio-economic, geographical and other differentiation of the respective countries. At the same time, some factors ‘attract’ migrants, while others ‘repel’. A distinctive feature of the model is the differentiation of migration flows by the categories of migrants with the release of various influencing factors that reflect the individual preferences of agent-migrants regarding to the agents-countries (EU members). At the same time, there are multiple control parameters that affect the distribution of migration flows between the EU countries, in particular, migration quotas, unemployment benefits, minimum wages, etc. The most important bicriterial optimization task of EU countries for choosing rational migration and economic policies based on maximizing integral GDP and minimizing the total number of migrants has been formulated. The issue is aimed to control parameters that affect the structure of migration flows and labor resources, as well as their maintenance costs. For the first time, an expanded gravitational model has been proposed and studied, describing dynamic migration flows with the release of multiple factors that differentiate the attractiveness of EU countries for various groups of migrants, for example, internal migrants, economic migrants, refugees, etc.

1. ВВЕДЕНИЕ

2 В настоящее время актуализируется задача рационального управления миграционными потоками, в особенности для стран ЕС. Согласно данным статистической службы Европейского союза (Евростат), в общей сложности 4,3 млн человек иммигрировали из внешних стран в страны–члены ЕС в течение 2016 г., и 3,0 млн человек иммигрировали внутри стран ЕС. Однако эти общие показатели не отражают миграционных потоков в целом, поскольку они также включают потоки между различными государствами–членами ЕС. Среди этих 4,3 млн иммигрантов в 2016 г., примерно 2,0 млн человек было из стран, не входящих в ЕС, и 1,3 млн человек — с гражданством другого государства–члена ЕС.
3 Интерес также представляют темпы роста иммиграции, а также распределение мигрантов по странам–членам ЕС1. Так, например, средний темп роста годовой иммиграции в отдельные страны ЕС в 2014—2016 гг. составил: 30,8% для Греции, 23,0 для Германии, 11,7 для Австрии. По данным за 2016 г., на долю Федеративной Республики Германия приходится примерно 23% всего числа иммигрантов в ЕС. При этом на группу наиболее экономически развитых стран (Федеративной Республики Германия, Франция, Италия, Испания, Великобритания, Австрия, Нидерланды, Швеция) приходится 70% от общего числа мигрантов. Данный факт наглядно демонстрирует существующий дисбаланс в распределении миграционных потоков между странами–членами ЕС, а также влияние хорошо известного гравитационного эффекта, описанного в работах (Stewart, 1955; Yap, 1977; Anderson, 1979; Deardorff, 1998, Lewer, Berg, 2008; Ramos, Suriñach, 2013). 1. 1 См.: >>>>
4 Данный эффект основан на влиянии множественных факторов, и в частности разницы между уровнем жизни в стране, из которой эмигрирует население, и стране, в которую они иммигрируют. Чем больше эта разница, тем более привлекательнее страна является для иммигрантов. Для оценки данной разницы могут быть использованы различные характеристики (например, ВВП (Lewer, Berg, 2008)) или их линейные комбинации (численность населения, уровень безработицы, темпы промышленного роста и др.). Значимость каждого фактора оценивается с помощью эконометрических методов. Могут учитываться географические, исторические, языковые, культурные связи между странами, положительно влияющие на соответствующие миграционные потоки.
5 Несмотря на очевидные достоинства данного подхода, а именно, учет влияния множественных факторов на динамику миграции, а также ориентацию на экономическое выравнивание соответствующих стран, имеются определенные упрощения, связанные с игнорированием проблемы вторичного перераспределения миграционных потоков, а также с их естественной рециркуляцией. Так, например, многие иммигранты, приезжая, в частности, в Грецию и Италию, далее переезжают в экономически более благополучные страны (например, Германию, Великобританию). При этом многие граждане стран–членов ЕС, участвуют во внутренней миграции, обусловленной появлением новых рабочих мест и обучением, с последующим возвращением к месту постоянного проживания.
