Abstract

Afghanistan has now entered a new stage of development as an independent regional actor seeking to define its position in the international arena and to take its place among the rapidly developing States of Asia. Currently, Afghanistan’s foreign policy is rarely the subject of special studies, with the exception of some works by Afghan political scientists and Western researchers of Afghanistan. In most studies on the Afghan problem, Afghanistan appears in two forms – either as an object of foreign policy of a state or a group of States, or as a factor of destabilization and a source of global threats. In order to fill the gaps in the study of Afghan foreign policy, this article proposes to consider the traditional features of Afghanistan’s foreign policy behavior and their transformation in the modern world political conditions. The author proceeds from the fact that at present the model of Afghanistan’s foreign policy behavior demonstrates a departure from the traditional neutrality regarding the choice of foreign policy partners in favor of strengthening relations with the West and obtaining a credit of trust from international donors.The government of Ghani will assume the role of leader in the Afghan peace process while maintaining the controlling role of Washington. At the same time, the tactics of balancing between regional players in order to extract political and economic dividends remains.
