Water Security in Egypt amid the Crisis around the Renaissance Dam in Ethiopia

Abstract

The article is devoted to the study of the problem of water security in Egypt, associated with the implementation of the Ethiopian Renaissance Dam (GERD) project. GERD raises serious concerns on the part of Egypt because of the possible reduction in the Nile River flow, which could lead to an economic and social crisis. In the context of the politicization of the water issue, the negotiation process to resolve it is complicated. Therefore it is important to find out whether it is possible to shift its perception from a threat to security to the possibility of mutually beneficial cooperation. Giving GERD an "existential" meaning for Egypt led to the use of the concept of securitization, according to which threats are created and deconstructed solely through speech acts. In order to clarify the prospects for resolving the water dispute with Ethiopia, an analysis of both the political and expert discourse of Egypt in relation to GERD is made. The main result was to explain the phenomenon of water securitization in Egypt as a stable political technology for managing internal processes, in contrast to the traditional approach to securitization as a policy of decisive action. This technology is the regulation of public fears by using the "resource argument" in order to reduce internal instability. The possibility of softening Egypt's position in the negotiation process on GERD and reducing the severity of the perception of the water issue depends mainly on the improvement of the socio-economic situation in the country.

2 19 мая 2023 г. в Джидде, Саудовская Аравия, состоялся очередной, 32-й саммит Лиги арабских государств, ключевой темой которого стал вопрос достижения безопасности и стабильности в арабском мире и за его пределами. В рамках саммита по инициативе президента Египта Абдель-Фаттаха ас-Сиси лидеры арабских стран обсудили вопрос строительства плотины «Возрождение» в Эфиопии (Grand Ethiopian Renaissance Dam, GERD) как один из серьёзных вызовов региональной стабильности, требующий коллективных усилий по его решению. По итогам обсуждения была принята резолюция, осуждающая любые действия, которые ставят под угрозу водную безопасность Египта и Судана как неотъемлемую часть безопасности арабского мира, и призывающая Эфиопию избегать односторонних действий [Arab Summit issues new resolution on GERD, 2023]. Также в итоговом коммюнике саммита (Декларация Джидды) отмечен стратегический характер водных ресурсов для экономики арабских стран [Jeddah Declaration…, 2023].
3 Принятая резолюция вызвала новый виток напряжённости в отношениях Египта и Эфиопии. В частности, МИД Эфиопии осудил принятую резолюцию, которая, как отмечается, «перекликается с враждебной риторикой Египта» и поддерживает «незаконные претензии Египта на монопольное владение водами Нила» [On the Resolution of the League of Arab States…, 2023]. В ответ египетское внешнеполитическое ведомство обвинило Эфиопию в целенаправленном «введении в заблуждение» мирового сообщества и ущемлении прав стран низовья Нила [FM rejects 'misleading' Ethiopian statement…, 2023].
4 Действительно, на протяжении более чем 10 лет вопрос строительства GERD является главным вызовом стабильности региона Северо-Восточной Африки. Эфиопский проект, реализуемый с 2011 года, вызывает серьёзные опасения и возражения со стороны Египта и Судана в связи с возможным сокращением стока реки Нил. Переговорный процесс между тремя странами по поиску компромисса по GERD до сих пор не привел к значительным успехам. Наряду с имеющимися военно-политическими проблемами в нильском регионе водный вопрос всё чаще увязывается с вызовами национальной безопасности.
5 ВОДНАЯ БЕЗОПАСНОСТЬ
6 Египет особенно зависим от уровня стока Нила из-за имеющихся климатических условий и увеличивающейся диспропорцией между имеющимися водными ресурсами и спросом растущего населения [FAO, 2016, p. 3-4]. От количества пресной воды напрямую зависит экономическое развитие страны: вода требуется для сельского хозяйства, снабжения населения, производства электроэнергии и обеспечения работы промышленности. Возможное сокращение стока может нанести удар по этим отраслям и вызвать экономический и социальный кризис. Поэтому мы можем говорить об особой концепции «водной безопасности», под которой подразумевается «доступность воды приемлемого количества и качества для здоровья, жизнеобеспечения, экосистем и производства, в сочетании с приемлемым уровнем связанных с водой рисков для людей, окружающей среды и экономики» [Grey, Sadoff, 2007, p. 545].
