Abstract

The article discusses some issues specific to the Arab East, which can have a significant impact on its further development. The Arab world has passed an eventful path from gaining political independence to the current moment, on which situations were different for each country in the region in the economic, political and many other spheres of human activity. Their multivariance reflects the diversity of the Arab East, which for decades had demonstrated different development models, but with the beginning of the new century began to lean toward a single market option for economic activity under the influence of active international and complex internal processes that led to the destruction of a number of significant countries in the region. The negative dynamics resulted in increased differentiation in the region, which is represented by three groups of countries that are strikingly different in levels of development and well-being. The ongoing Arab drama significantly expanded the range of poverty at the expense of previously relatively prosperous states, exacerbated the accumulated economic and other contradictions in the region, aggravating the historical imbalances and creating new challenges. In the mid-1970s, the Arabian monarchies sent a huge challenge to the West. The oil price revolution provoked a massive movement for energy-saving technologies, which gave the Western world a powerful impetus for the transition towards modernization based on the latest achievements in the fields in science and high technologies. The Arab world, of course, is not only turned into “itself”. It interacts with the outside world with varying degrees of intensity. But in general, without overcoming the accumulated imbalances, it will face new challenges and even threats, since it largely reproduces the previous economic models and needs an influx of modern ideas, investments, technologies and knowledge.

1 Обстоятельства, в которых ныне существует Арабский Восток, многообразны и диверсифицированы. Создавались они не только событиями на внешнем его периметре, но и внутри него самого, издавна обладающего собственной спецификой, обусловленной географическим расположением, природной средой, племенной организацией, исламом. Эти данности и диктовали развитие хозяйственной деятельности, в которой находилось место караванной торговле и оседлому земледелию, кочевому хозяйству и морскому промыслу, некоторым другим видам хозяйства, которые веками определяли пути развития арабской общины.
2 На такой основе, доминировавшей весь период новой истории, складывались круг привычных занятий, приемы земледелия и производства, формы имущественных отношений, вызревала система исламского партнерства. Параллельно формировались производственные навыки населения, трудовые предпочтения, вырабатывались взгляды на власть и стереотипы ее восприятия.
3 И в новейшей истории приобретенные знания и опыт продолжали воздействовать на общественное сознание, определять приоритетность занятий, материально модифицировать образ жизни уже в рамках соответствовавшего эпохе роста технического уровня нации и стартовавшей диверсификации производительных сил. Это явление, общее для всего арабского мира, ярче выражено в Аравии из-за спрессованности во времени изменений, которым она подверглась в связи с обнаружением нефти. Именно тогда стали размываться аллегорические фигуры Абдаллы аль-Баррий и Абдаллы аль-Бахрий, которые олицетворяли всего две категории населения, делившегося на землепашцев и рыбаков, сообразно всего двум малопродуктивным видам занятости, ныне утратившим исконные черты.
4 Сохранявшееся хозяйственное наследие в ходе реформ было замещено более подвижным социально-экономическим организмом, который в последовавшие периоды на разных своих флангах десятилетиями находился в чередовании экономических депрессий и подъемов, политических потрясений и социальных противоречий и регулярно сталкивался с угрозами и вызовами, преодоление которых оборачивается для него немалым ущербом. Конфликты на Арабском Востоке нанесли их участникам в период с 1991 по 2010 г. потери в 12 трлн долл. бюджетных средств [Stratfort, Feb.6.2017]. Наглядным примером может служить беспрецедентный конфликт внутри арабского мира в последние десять лет, в результате чего ущерб вовлеченным странам вырос до нескольких триллионов долларов. Как следствие, вырос разрыв между меньшинством из числа наиболее зажиточных стран региона и той его частью, которая, будучи изначально составленной экономически неблагополучными странами, позднее пополнилась прежде средними по уровню хозяйственного развития государствами, ставшими жертвами разрушительной войны с Исламским государством.
