Abstract

The article deals with the history of the relations between Russia and the Mongol khanates and principalities in the second half of the 17th century. Russian-Mongolian relations developed in three directions: with Luvsan Erdeni-huntayji, the last of the Altan Khans; with Tushetu-khan –and his brother Jebtszundamba-hutuhta, the of the Buddhist church in Khalkha Mongolia; and with Senge and Galdan Boshoktu-khan, the rulers of the Dzungar Khanate. Russia seeking to secure the newly acquired lands in Transbaikalia and the Amur River region as well as the security of the stockaded towns (ostrogs) built on these lands, would not interfere in the internal affairs of the Mongolian uluses and conducted peaceful policy towards warlike Mongolian rulers. In turn, Mongolian rulers sought to the alliance and cooperation with Russia in order to strengthen their position in the internecine struggle, to counter the pressure of the Manchu and to assure an access to the markets of Siberian cities. Mutual interest in constant contacts led to the lively exchange of embassies and the development of caravan trade. Embassy negotiations were, in general, of peaceful character and reflected mutual desire of the parties “to live in peace and harmony”. Futile claims of Altan-khan, and of Senge and Tushetu-khan to collect yasak (tribute) from local population under Russia were the only reason for controversy, which sometimes led to military clashes. However, those clashes did not interfere with the development of embassy and trade contacts. If to exclude the participation of the Mongols in the Manchus’ ten-month siege of Albazin in 1684–1685 and in the Tushetu-khan’s three-month siege of Seleginsk in 1688, Russian-Mongolian relations at the affected period developed steadily and were peaceful.

1 50–90е годы XVII в. были временем неуклонного усиления давления маньчжурской династии Цин (1644–1912) на ханства и княжества Северной (Халха) Монголии в целях их покорения, что было связано с экспансией маньчжуров в Халху, Джунгарию и Восточный Туркестан.
2 Уступая этому давлению, халхаские правители в 1655 г. согласились удовлетворить требования Цин о направлении в Пекин в качестве аманатов (заложников) своих младших сыновей и братьев и приносить ежегодно маньчжурскому императору символическую дань из «9 белых» (8 лошадей и 1 верблюд белой масти) [Ермаченко, 1974, с. 87]. Таким образом, начался постепенный процесс превращения халхаских князей в вассалов маньчжурского императора и проводников враждебной, агрессивной политики маньчжуров по отношению к русским владениям в Забайкалье и Приамурье. Возникла реальная угроза русским острогам – Селенгинскому (1666), Удинскому (1667), Албазинскому (1657), Телембинскому (1658) и Юравнинскому (1660), Нерчинскому (1655), построенным в этом регионе по мере продвижения русских отрядов на восток в поисках новоприбыльных земель и серебряной руды [Шастина, 1958, с. 77, 165–166]. Безопасность острогов и территорий вокруг них стала заботой для царского правительства и сибирской администрации, а также одной из важных тем русско-монгольских посольских переговоров во второй половине XVII в. Дело осложнялось очень нестабильной внутриполитической обстановкой в Халха-Монголии, раздираемой бесконечной междоусобицей и распрями между княжескими домами: Тушету-ханов, Дзасакту-ханов и Цэцэн-ханов, между Джунгарским ханством (1634–1758) и Халхой, среди различных князей. Попытки преодолеть раздробленность и объединиться на Джунгарском (1640) и Хурэнбэлчирском (1686) съездах монгольских и ойратских правителей очень скоро обернулись новым витком междоусобиц.
3 На этом фоне русско-монгольские отношения в исследуемый период развивались по трем основным направлениям: с последним из Алтан-ханов – Лувсаном Эрдэни-хунтайджи (Лувсан-тайджи, 1657–1686); с Тушету-ханом Чихунь-Доржи (Очирой-сайн-хан) (1634–1699) и его братом, главой буддийской церкви в Халха-Монголии Джебцзундамба-хутухтой (1635–1724); с правителями Джунгарского ханства Сенге (1655–1670) и Галдан-бошокту-ханом (1645–1697).
4 Лувсан-тайджи, правитель, судя по его действиям, воинственный, возмутитель спокойствия в монгольских улусах (см. далее), в начале своего правления проводил в отношении Российского государства противоречивую политику: с одной стороны, он выступал за возобновление и развитие посольских обменов и торговли [Шастина, 1958, с. 80–82], а с другой – претендовал на сбор ясака с российских подданных – енисейских киргизов. В 1657 г. Лувсан-тайджи с 7-тысячным отрядом вторгся в Красноярское воеводство и разбил лагерь в пяти днях перехода до Красноярска. Начались погромы и грабежи окрестного населения, угон лошадей и скота, захват доспехов и оружия [там же, с. 82]. В конце года Лувсан-тайджи создает коалицию с местными киргизскими и тубинскими князьями для похода на Томск, куда он направляет письмо с угрозами. Немедленно к нему из Томска был послан пятидесятник конных казаков Роман Кольцов с наказом воеводы Михаила Федоровича Скрябина выговорить Лувсану-тайджи о его неправде, напомнить, что его отец шертовал (присягал. – М.Г.) на верность русскому царю Михаилу Федоровичу, а главное – потребовать его ухода из русских владений. Лувсан-тайджи вел себя в переговорах с Р. Кольцовым надменно, категорически отказался подтвердить присягу и на требование сойти с русской земли заявил: «какая де земля вашего государя, земля де из веку наша» [РМО 16541685, с. 27].
