Abstract

The aim of the article is to reveal ways of formation of Pakistani nation which is a unique not yet fully established Muslim state community existing on the territory between predominantly Hindu South Asia and Islamic Middle East. The intention is to demonstrate weak, ‘residual’ confederative (federative) roots of Pakistan, fragmented composition of the country, changing origin of its military-cum-civil elite as well as current socio-political trends. Social problems, socio-economic and demographic processes are touched upon too. The author attempts to juxtapose dynamism of the society and conservatism of the state and to assess perspectives of Pakistan as a nation.

Conclusions reached in the article include the assumption that the Pakistani nation, though born as a completely new political entity, has come of age. The majority of Pakistanis feel proud of the country and its achievements including the possession of missile and nuclear arsenals. They are as a rule well disposed towards the national army. In addition to the ‘negative’ identity based on traditional hostility to India the Pakistani nation has obtained a ‘positive’ one derived from common history of the last more than 70 years, religion of the overwhelming majority and belonging to the soil and culture of the Indus Basin region. National identity has become stronger than various ethnic identities although local sentiments have been preserved and can hypothetically play a destructive role. The conflict in Afghanistan and instability in the Middle East may complicate consolidation of the nation by propping up ethno-religious militancy in backward areas populated by Baluchis, Pakhtuns and Southern Punjabis.

1 Согласно точке зрения ведущих отечественных ученых-этнологов В.А. Тишкова, В.А. Шнирельмана и других концепция нации может восходить как к этническим группам, так и к государствам [Национализм в мировой истории, 2007, с. 13–14; Культурная сложность современных наций, 2016, с. 7–8]. Производна отсюда и двойственность национализма в качестве идеологии как этнической, так и государственной, гражданской. Понятию отдельного суверенного государства соответствует представление о национальном обществе, состоящем из людей, объединенных фактом государственной принадлежности. На современном Востоке и на транзитном постсоциалистическом пространстве оно чаще всего вторично по отношению к государству, т.е. появление государства давало старт процессу складывания общества.
2 За редким исключением, так было и в позднейшей мировой истории. Национальное общество формировалось в рамках государственных границ, определявшихся в результате жесткой борьбы за власть между различными на нее претендентами [Tilly, 1992]. Впрочем, в Европе складывающееся в государственных рамках общество имело обычно в качестве подоплёки определенное историческое, этническое и/или культурно-религиозное единство. Но главным элементом в дихотомии «государство – общество» оставалось властное начало в виде правящей династии, либо господствующей элиты, «создававшими» общество «под себя». Такое, сверху вниз, строительство общества приводило, как правило, к формированию унитарной системы правления, боровшейся с тенденциями к автономии и федеративности в зонах перекрестного с соседями влияния.
3 К исключениям из этой закономерности принадлежит образование государств на конфедеративной основе. К таким можно, наверное, отнести Швейцарию, Нидерланды, США, в какой-то мере Германию и Италию. США, кстати, единственная постколониальная страна, образовавшаяся на базе конфедерации колоний, хотя элементы конфедеративности были присущи в момент образования и Нидерландам, освободившимся от власти испанской короны.
4 После окончания эпохи мировых войн ХХ в. число независимых государств стало быстро возрастать, в первую очередь за счет Азии и Африки. Возникали они в основном на унитарной основе, лишь изредка с элементами конфедерации (как в случае с Малайзией; к неудавшейся попытке такого рода надо отнести проект Соединенных Штатов Индонезии). При этом скрепами для такого рода новых национальных государств являлась, как правило, религия большинства жителей и их правителей. Это хорошо видно на примере той же Малайзии. К числу новых государств с элементами изначально сильной конфедеративности принадлежит и Пакистан, характеризующийся к тому же глубокой сложностью общества, наличием социокультурных трещин и надломов.
