Abstract

The aim of the article is to analyze the current state of Russia's economic ties with Egypt and Algeria, to determine the importance of economic cooperation with these countries for the economy of Russia, to develop recommendations on strengthening cooperation between Russia and these states. The author offers an analysis of trade, economic and investment ties of Russia with Egypt and Algeria. Russian cooperation with these countries has intensified in recent years. There is a significant potential for developing business ties with Egyptian and Algerian partners. The author makes an attempt to analyze current situation with investments from Russia into the economies of Egypt and Algeria, their structure by industries and examines possibilities of trade and investment cooperation of Russia with these countries, possibilities of Russian small and medium businesses to cooperate with large businesses, possibilities of localization of Russian technologies, primarily in Egypt, of exporting Russian education and medical services via Internet. It is important that Russia can increase its non-fuel exports to these countries.

1 Регион Северной Африки остается одним из ключевых во внешнеэкономической повестке России, сохраняя свою привлекательность для российских экспортеров и инвесторов. На долю североафриканских государств приходится около 2/3 экспорта Российской Федерации в страны Африки [Энциклопедия экспортера – Северная Африка, 2017; Энциклопедия экспортера – Тропическая Африка, 2017].
2 Экспорт России на Африканский континент (в отличие от других ключевых регионов) находится на подъеме (см. табл. 1).

5 В 2016 г. наблюдался динамичный рост экспорта из РФ в страны Северной Африки (+33.4%). Другим регионом, где было зафиксировано увеличение объемов реализованной продукции, стала Тропическая Африка, однако прирост был существенно ниже (+18.6%). Это происходило на фоне снижения экспорта во все остальные регионы, в том числе и те, которые традиционно являются ключевыми торгово-экономическими контрагентами России (СНГ и Западная Европа).
6 Основными партнерами России в Африке в 2016 г., которые вошли в число 20 ведущих партнеров нашей страны по несырьевому неэнергетическому экспорту, стали Египет и Алжир (см. табл. 2).

9 Исходя из приведенной выше статистики, в 2016 г. темпы прироста экспорта несырьевой неэнергетической продукции в Алжир были наиболее высокими (+112%) среди всех приведенных стран, относящихся к числу ведущих партнеров России. Темпы прироста экспорта соответствующей группы товаров в Египет были намного скромнее (+7.8%), однако в 2016 г. объемы экспорта в двенадцать из 20 ведущих государств вообще снизились (Нидерланды, Германия, Бельгия).
