U.S. Policy towards UN Peacekeeping Operations

Abstract

The article assesses the role of the United States in the UN peacekeeping activities at the present stage. An attempt is made to show the key types of UN operations and the mechanisms of their influence on the establishment of peace. It is concluded that, although the logistical support of UN operations cannot compete with the military capabilities of the United States or NATO, the experience of conducting peacekeeping operations proves that the UN retains ample opportunities to maintain peace in various regions. The study emphasizes the importance of the United States financial support for UN peacekeeping activities, America has long been the largest sponsor of UN peacekeeping operations. The study showed that when the United States does not fulfill its obligations to provide financial resources in the specified amount, the UN experiences significant financial difficulties in solving peacekeeping tasks and implementing peacekeeping programs. If America truly wants to remain the world leader, then the Biden administration needs to start by paying off its UN debt. On the example of considering Chinese participation in peacekeeping activities, the author substantiates the assumption of a possible future transfer of the leading role in the UN from the United States to China.

ВВЕДЕНИЕ
2 Миротворческая деятельность является одним из самых заметных символов глобального управления и международного сотрудничества, а её перспективы неотделимы от перспектив развития ООН как всемирной организации. В то время как многие международные институты, созданные после Второй мировой войны, испытывают растущую нагрузку, миротворческая деятельность ООН оказалась более устойчивой, она остаётся центральным элементом всей системы Организации Объединённых Наций и важным инструментом управления конфликтами в мире.
3 С 1948 г., когда на Ближнем Востоке были размещены первые войска ООН в голубых касках, Совет Безопасности санкционировал 70 миротворческих миссий и направил более 1 млн миротворцев из 110 стран, чтобы помочь странам пройти трудный путь от конфликта к миру. Сегодня около 95 тыс. миротворцев участвуют в 13 операциях по всему миру [1]. Миротворческие операции остаются одним из наиболее эффективных инструментов, имеющихся в распоряжении ООН, для содействия и поддержания международного мира и безопасности.
4 Миротворческие миссии ООН – это, прежде всего, политический инструмент. По сути, они требуют широкой политической поддержки в Совете Безопасности и среди большинства государств – членов Организации Объединённых Наций. Однако деятельность ООН по поддержанию мира не защищена от геополитических трений и соперничества. Противоречия между пятью постоянными членами СБ ООН мешают выработке её многосторонней политики в отношении конфликтов, что ведёт к непоследовательности в их разрешении, введению со стороны отдельных членов СБ материально-технических и бюрократических ограничений.
5 К тому же миротворчество ООН сталкивается с постоянным финансовым давлением и испытывает серьёзные материально-технические трудности. Вопрос о том, насколько миротворческие операции ООН эффективны и остаются пригодными для достижения поставленных целей, является предметом постоянных дебатов, в которых довольно остро критикуются США за невыполнение обязательств вносить наибольший финансовый вклад в операции ООН по поддержанию мира; в среднем Соединённые Штаты обеспечивают около 28% ежегодного объёма финансирования этих операций. Чтобы понять, много это или мало, необходимо рассмотреть основные факторы, регулирующие миротворческую деятельность ООН.

7 Генеральный секретарь ООН Антониу Гутерриш на 75-й сессии ГА ООН в сентябре 2020 г. говорил о четырёх (а теперь – и пяти) «всадниках», которые угрожают «нашему общему будущему»: геостратегическая напряжённость, климатический кризис, растущее глобальное недоверие – то, что он назвал тёмной стороной цифрового мира (киберугрозы), и пандемия COVID-19. Он призвал мировое сообщество сплотиться вокруг общей повестки дня для мирного, инклюзивного и устойчивого мира, частью которого будут миротворческие операции [2].
