Abstract

The article presents the results of research on the officially declared construction of the Indo-Pacific region (Indo-Pacific). Centered around the purpose of the study (identification of the transregional structure), characteristics of historical strategies applied at different times in the basins of three oceans (Atlantic, Pacific and Indian) are drawn, a possible design is schematized, the “connectedness” construct is tested. In the course of a comparative analysis of oceanic complexes, the relief of interference space is described on the basis of the Monsoon Asia countries; its post-Soviet (the political model of Central Asia) and Russian segments (Monsoon regions of the Arctic zone) are revealed. The geographic and political discourse highlights the motives that define the functions of the projected international region. It is proved that as part of the simulation of Indo-Pacific (the global version of the Middle East territorial complex) an iterative approach reflecting the modern ideas of its designers, concerning the development environment of a “world superpower”, is used. The key moments of the conceptual impact of H. Mackinder’s, A. Mahan’s, N. Spykman’s and F. Turner's theories of the West as a space of North American leadership are noted – in particular, the Turner’s "Pacific Century" of the United States, the Mahan’s provision on the emerging threat in the "Asian Mediterranean", etc. Relevant similarities between modern methods of risk prevention and recommendations found in the works of the British and North American scientists are made. The applied aspect of the connection strategy, motives and functions of the projected international region are highlighted. Given the need to understand the essence of the process, the definition of a geostrategic region is proposed for the first time, assumptions of its functional role under conditions of the Fourth Industrial Revolution (with its paradox of technologies outstripping human ideas) are made.

2 Научные школы и структуры, имеющие отношение к выработке глобальной стратегии, отличаются дифференцированным использованием категории “регион”. Благодаря этому за последние тридцать лет возникло большое количество внешнеполитических проектов по конструированию регионов в различных частях мира. Таким образом, этот процесс из внутренней задачи государства (районирование, региональный хозрасчет) превратился в один из основных факторов международной конкуренции и изменения баланса сил.
3 Феномен регионального пространства стал частью одной из сложнейших проблем теории и практики международных отношений – становления нового мирового порядка, в котором регион выступает целью и средством стратегии доминирования.
4 Анализ региональных конструкций показал, что они представляют собой пространство, обладающее одной или несколькими функциями, которые обеспечивают решение определенной проблемы.
5 В международной среде это привело, с одной стороны, к появлению соглашений, устанавливающих правовой порядок трансграничного взаимодействия. С другой – выявило географическую условность, непостоянство и предельность региональных объединений. С третьей – обозначило проблему меняющейся пространственной конфигурации и методов получения знаний о регионе как форме социально-политической и стратегической организации территории, при этом обнаружив недостатки теоретических подходов.
6 Являясь конкретным территориальным фрагментом, регион обладает способностью интегрировать, разграничивать, распределять, организовывать и трансформировать архитектуру глобальной взаимозависимости, создавать и применять эффекты захваченного пространства. Следовательно, “природные” свойства феномена позволяют использовать его как технологию стягивания (ограничения) и растягивания (расширения) политического влияния отдельных акторов международных процессов, превращая его в инструмент влияния. Наиболее очевидно регионализация проявилась в Большой Евразии, на территории которой действуют два взаимно репродуктивных процесса – интеграция и дезинтеграция.
7 Создание геостратегического региона – процесс, в рамках которого обеспечиваются национальные интересы путем осуществления контроля над важнейшими торговыми и военными маршрутами по суше и по морю. Так, отстаивая свои притязания на роль мировой державы, Великобритания фактически “закрыла” Индийский океан, превратив Южную Азию в единое оборонительное целое. К концу XIX в. сфера ее влияния охватывала омываемый пятью морями Ближний Восток, в том числе Аден, арабские княжества вдоль побережья Аравийского полуострова, а также Кипр. Это – пример воплощения имперского мышления, завуалированного ныне в проектах трансрегионализации мировых дорог.
