Abstract

Key appointments in the White House apparatus and in the Cabinet of the J. Biden – K. Harris Administration are analyzed. It is emphasized that the leading role in the development and implementation of the priorities of the administration's domestic policies has become appointees whose political and professional careers began during the years of the W. Clinton and B. Obama Administrations. From this point of view, the factor of political and ideological loyalty to the basic values of the Democratic Party apparently played a major role in the selection of key figures in the new democratic administration. At the same time, it is legitimate to pose the question of the extent to which the key appointments in the J. Biden – K. Harris Administration were accepted by the 46th President of the United States and his inner circle, and to what extent they were "imposed" by the entourage of previous American Democratic presidents – W. Clinton and B. Obama. An analysis of the appointments of the new administration gives grounds to say that the key role in the development of the administration's internal policy and decision-making is played by the "triangle" of politicians and professionals loyal to the three presidents, of which B. Obama plays the leading role. The economic bloc of the J. Biden Administration is represented by professionals who firmly adhere to Keynesian еconomics and stand for the leading role of the public sector, especially the federal government, in solving the socio-economic problems facing the contemporary United States. In general, the Biden administration in its economic philosophy will follow the principles of classical "tax and spend democrats", which was adhered to by most of the U.S. Democratic administrations in years after the World War II. The social block of the new administration is represented by regional level politicians, who have extremely limited experience in solving socio-economic problems on a national scale. In addition, the problem of their professional and qualification level is also quite acute in terms of their ability to solve acute socio-economic problems on a pragmatic basis, rather than being guided by ideological stereotypes. J. Biden's desire to make his Administration representative of all social strata and social groups of the American society clearly prevailed over the need to mobilize highly qualified personnel, and therefore the main problem of the new democratic administration comes down to establishing its functioning as a unified and effective team.

ВВЕДЕНИЕ

2 Демократическая администрация Дж. Байдена К. Харрис приступила к исполнению своих обязанностей 20 января 2021 г. в условиях жесточайшего политического и социально-экономического кризиса американского общества, с которым оно не сталкивалось со времён окончания Второй мировой войны, с середины 1940-х годов, а возможно даже и периода Гражданской войны 18611865 гг. На объективный кризис, переживаемый страной, наложился и субъективный кризис политического руководства демократической администрации, вызванный преклонным возрастом 46-го президента США, занявшего этот пост в 78 лет, ставшим самым пожилым президентом за всю американскую историю, а также и его сравнительно неопытным вице-президентом К. Харрис, получившей вторую по значимости выборную должность общенационального масштаба, пробыв на посту младшего сенатора от штата Калифорния всего четыре года после избрания в Сенат США в 2016 году.
3 За это время Камала Харрис была основным разработчиком и соавтором всего четырёх законопроектов, которые обрели силу законов: 1) закона 2017 г. об увеличении примерно на 18 га площади Национального исторического музея Дж. Мьюра в районе залива Сан-Франциско (штат Калифорния); 2) закона 2018 г. о точном учёте жертв стихийных бедствий с целью последующего определения размеров материальной помощи и компенсаций членам их семей; 3) закона 2018 г. об отмене платы за замену важнейших документов (паспортов) для жертв стихийных бедствий и о назначении ухода за детьми в качестве критически важной услуги; 4) закона 2019 г. о сооружении памятника жертвам техногенной катастрофы в марте 1928 г., когда погиб 431 человек в результате прорыва в пригороде Лос-Анджелеса плотины Св. Франциска, разрушение которой явилось одной из самых серьёзных техногенных катастроф за всю историю США в ХХ веке.
4 За время пребывания в Сенате К. Харрис зарекомендовала себя одним из самых либеральных сенаторов-демократов, концентрирующей основное внимание на проблемах сохранения качества окружающей среды и борьбы с изменениями климата, охраны семьи и материнства, защиты прав человека, в том числе всех видов меньшинств, особенно гендерных [1].

6 Не будет преувеличением сказать, что могут быть проведены определённые исторические параллели между приходом к власти администрации Дж. Байдена – К. Харрис в 2021 г. и администрации Б. Обамы – Дж. Байдена в начале 2009 г. Сходство политической и социально-экономической ситуации в американском обществе налицо, и поэтому, как и 12 лет назад, «первый набор» министров, помощников президента и других высокопоставленных сотрудников администрации можно рассматривать в качестве её «антикризисной команды» с достаточно широкими полномочиями.
