Abstract

Since the post-war period, Japan has remained a US ally and also gradually became their larg-est trade partner. The emergence of the Japanese “economic miracle” phenomenon was partly caused by the US assistance and access to the American market.

However, eventually American manufacturers and politicians began to worry about grow-ing Japanese exports and the US trade deficit with Japan. To avoid export restrictions (primari-ly on automotive products) and US tariffs, Japanese companies created supply networks in East Asia, including China, as well as built plants in the United States. This gradually led to the formation of a "trilateral trade" pattern in the region.

Now most of the Asia-Pacific countries’ economies are intertwined and involved in GVC goods and services production for exports to the United States and the EU as well as for intra-regional trade.

In the context of the US-China trade war, the effects of the new coronavirus pandemic and the impact of technological progress, companies are actively rebuilding their supply net-works to minimize losses and risks. Because of the USA and China confrontation and the ero-sion of global economic system the regional integration processes are developing faster. The position of Japan will be of great importance for the new economic and political order in the Asia Pacific region.

ВВЕДЕНИЕ

2 В ходе предыдущего этапа глобализации в Азиатско-Тихоокеанском регионе (АТР) сформировалась модель «трёхсторонней торговли», включающая США, Японию, а также Китай и другие страны региона. В рамках этой модели развитые экономики региона, в первую очередь Япония, создавали высококачественные наукоёмкие промежуточные товары, которые затем проходили этап сборки в Китае или в менее развитых экономиках Юго-Восточной Азии и поступали на рынок США для конечного потребления.
3 На настоящий момент ситуация меняется под воздействием последствий американо-китайской торговой войны и ещё в большей степени – под воздействием нового витка научно-технического прогресса. Новые тенденции хорошо прослеживаются во взаимодействии США и Японии, крупнейших экономик и партнёров в АТР.

«ТРЁХСТОРОННЯЯ ТОРГОВЛЯ» В АТР И ЗАРУБЕЖНЫЕ ФИЛИАЛЫ ЯПОНСКИХ КОМПАНИЙ

5 Феномен интегрированной Восточной Азии (ВА), «Фабрики Азия», начал формироваться ещё в 1960-х годах с ростом потребительского спроса в США, который могли удовлетворить производства, созданные в азиатских экономиках. С 1970-х по 1990-е годы главную роль в генерации торговых потоков между странами АТР и США играла Япония [Hook et al., 2012, pp. 215-230]. Такое положение менялось по мере роста экономики Китая, который к концу 2000-х годов опередил Японию и стал ключевым партнёром Америки. Сначала китайская экономика была для США источником импорта, но за первое десятилетие XXI века Китай стал и крупным экспортным рынком, далеко обогнав Японию. Одновременно росло беспокойство американской стороны относительно увеличения дефицита торгового баланса с Китаем [1].
6 Американские политики уже много десятилетий приписывают дисбалансы торговли как с Японией, так и с Китаем и другими странами ВА «нечестным торговым практикам» этих стран, высокой степени поддержки бизнеса государством, осуществлению госзакупок, закрытости рынка для американских компаний и т.д. [Дмитриев С.С., 2018] Хотя часть этих обвинений справедлива, представляется, что причина отрицательного сальдо торгового баланса США лежит всё же в фундаментальных особенностях функционирования американской экономики и сочетании нормы сбережения и инвестиций. В таком случае борьба с импортом является, скорее, борьбой с симптомами, нежели решением проблемы [2].
7 На 2019 г. крупнейшими партнёрами США по валовому объёму торговли товарами были Мексика и Канада (экспорт и импорт составили 614,5 млрд долл. для Мексики и 612,4 млрд долл. для Канады, это суммарно 29,6% всего объёма торговли товарами, который в 2019 г. равнялся 4,144 трлн долл.), за ними шёл Китай (558,9 млрд долл., 13,5%), и на четвёртом месте была Япония (218,3 млрд долл., 5,3% всей торговли товарами) [3].
8 Введённые США и Китаем тарифы привели к тому, что американский экспорт товаров и услуг в Китай в 2019 г. составил 164,5 млрд долл., что на 8,2% меньше, чем в 2018 г. А импорт из Китая номинально сократился на 15,5% по сравнению с 2018 г. и составил 472,3 млрд долл. В результате дефицит США в торговле с Китаем уменьшился до 307,8 млрд долл. [4].
