U.S. Approaches to Ukraine and Georgia in the Context of Washington's Foreign Policy Priorities

Abstract

The article analyzes the US policy towards Georgia and Ukraine as the most consistent allies of the US in the post-Soviet space. The spectrum of Washington’s interests in Georgia and Ukraine has been revealed. Despite the fact that Washington’s interests in these countries extend mainly to the military-political and economic spheres necessary for ensuring its national interests there, the US priorities have undergone some change. In the situation when America is above all else and acts mainly according to its national interests, it seems that economic considerations such as the search for new markets designed for the sale of American liquefied shale gas are brought to the fore together with Washington’s intention to transport it through pipelines bypassing Russia to maximize the weakening of its competitiveness on the global gas market.

Issues related to democracy building, human rights, the rule of law which form the basis of the American nation, would no longer have such fundamental significance for the United States as before. Nevertheless, Washington would attach great importance to them in case they impede the creation of a “democratic” climate for promoting US economic interests there which goes in line with the policies of US President D. Trump.

Another important priority for Washington while projecting its policies there is the geopolitical/geographical factor, which plays a special role for Washington. Currently Washington has started to see them within the context of the total European regional security together with the other countries.

ВВЕДЕНИЕ

 

Помимо центрального интереса Вашингтона к Грузии, связанного, главным образом, со стремлением США укрепить безопасность на Кавказе, эта страна обладает важной военно-политической и логистической составляющей, о чём свидетельствует проведение операций США в Афганистане и Ираке. Сегодня из всех стран Закавказья именно Грузия стала ключевой страной переформатирования и становления новых геополитических стратегий США.
2 Кроме Грузии, интерес Вашингтона тесным образом связан с ещё одним постсоветским государством – Украиной. Эта страна на восточной границе НАТО и ЕС также имеет большое значение для Вашингтона при реализации его политики на постсоветском пространстве.

ПОЛИТИКА США В ОТНОШЕНИИ ПОСТСОВЕТСКОГО ПРОСТРАНСТВА

 

Соединённые Штаты сохранили все основные константы своей политики в отношении постсоветского пространства. Вашингтон, как и прежде, продолжает развивать и укреплять свои отношения с постсоветскими государствами. Его интересы распространяются главным образом на военно-политическую и экономическую сферы, столь необходимые для обеспечения национальных интересов США. Однако приоритеты Вашингтона в отношении постсоветского пространства подверглись некоторому смещению.
4 Ключевыми интересами администрации Д. Трампа становятся преимущественно экономические интересы, необходимые для укрепления внутренней мощи Америки. Вместе с тем фундаментальные вопросы, составляющие базисные принципы американской нации, такие как развитие демократии на постсоветском пространстве, права человека, верховенство закона, похоже, не будут иметь такого важного значения для США, как ранее. Однако в ситуации, когда они могут стать основным барьером на пути создания в таких странах, как Грузия и Украина, «демократического» климата для дальнейшего развития экономических интересов Вашингтона, столь необходимых для укрепления американского могущества, Соединённые Штаты будут придавать им определяющее значение.
5 Не менее важным приоритетом для США становится геополитический / географический фактор, играющий особую роль для Вашингтона. Вот почему в настоящее время огромный интерес для США на постсоветском пространстве представляет как Грузия, так и Украина.

ЗНАЧЕНИЕ ГРУЗИИ И УКРАИНЫ ДЛЯ США

  

Грузия непосредственно прилегает как к неспокойному Ближнему Востоку, так и к главному противнику США – Ирану. Кроме того, она граничит с самым проблемным из американских союзников – Турцией. Интерес США к Грузии связан, прежде всего, с намерением Вашингтона усилить режим безопасности на Большом Ближнем Востоке.
7 Помимо Грузии, как указывалось выше, большое значение для Вашингтона в целях реализации его политики на постсоветском пространстве имеет Украина. С учётом продолжающегося здесь кризиса, связанного с необходимостью урегулирования конфликта на юго-востоке страны, Украина стала основной ареной противоборства между Соединёнными Штатами и Россией. К тому же сегодня этот кризис вышел за рамки проблематики постсоветского пространства, превратившись из регионального в международный кризис с повышенной интенсивностью. США всячески пытаются ослабить энергетическую зависимость Украины от России, и если этот «манёвр» увенчается успехом, то он может стать моделью для других постсоветских стран. В этом контексте следует отметить, что уже с начала 2006 г. политика России в отношении поставок газа на Украину стала предметом острой критики со стороны США. Отсюда активное поощрение Соединёнными Штатами идеи получения Украиной газа по альтернативным маршрутам в обход России, что неразрывно связано с намерением Вашингтона экспортировать свой сжиженный газ в страны как Центральной, так и Восточной Европы. И Украина, и другие страны постсоветского пространства могут стать потребителем этого газа, что должно помочь им, согласно логике Вашингтона, «стать более самодостаточными и менее зависимыми от российского газа» [1]. Длинный перечень визитов чиновников из высших эшелонов власти (и в США, и в Грузию) за последние несколько лет также свидетельствует о повышенном интересе к Грузии и Украине со стороны США. Не случайно вице-президент Майкл Пенс нанёс свой первый визит именно в Тбилиси 1 августа 2017 года [2].
