Abstract

L. I. Petrazhitsky developed the theory of motivation of behavior, in which law was assigned the role of the main factor in ensuring social rights of citizens, compliance with their mutual obligations and social development. L. I. Petrazhitsky considered the law not so much as social phenomenon associated with the state, but as a mental phenomenon that exists in the sphere of emotions, individual mental experiences of a person, and is related to the observance of their own rights and execution of legal norms and obligations attributed to other persons. The role assigned to the education of moral beliefs in the legal socialization of citizens in Petrazhitsky's proposals for such a policy in the field of law is shown.
