Abstract

The withdrawal from Afghanistan caused a mixed reaction in the US Congress. There is a significant difference between how the legislative branch reacted first to the decision to withdraw and then to its immediate implementation. The 117th Congress considered the circumstances of the withdrawal from the perspective of congressional oversight of the executive power’s actions. Lawmakers used several instruments within the framework of their constitutional powers to achieve this goal.

1 Проблема вывода американских войск из Афганистана находилась во внешнеполитической повестке четырёх президентских администраций и являлась давним предметом для дебатов в Конгрессе.
2 Кульминационная развязка самой длительной войны с участием США вызвала смешанную реакцию Конгресса с точки зрения как партийной принадлежности законодателей, так и позиции, которую заняли сенаторы и конгрессмены. Однако необходимо подчеркнуть, что вывод войск США из Афганистана в 2021 г. условно можно подразделить на два периода. Первый – с 14 апреля, когда президент объявил о начале вывода войск из Афганистана, до 15 августа, когда Талибан захватил Кабул. Второй – с 15 по 31 августа, когда вывод войск фактически превратился в экстренную эвакуацию. Соответственно, наблюдается значительная разница между тем, как законодательная власть отреагировала сначала на само решение администрации о выводе войск, так и на его непосредственную реализацию.

Стремление вывести войска в кратчайшие сроки представляло собой общую черту во внешнеполитических курсах Дональда Трампа и Джозефа Байдена. Однако у 45-го и 46-го президентов США были разработаны совершенно противоположные подходы к данной проблеме. Как отметил сенатор-демократ Крис Кунс (Делавэр), «в отличие от бывшего президента Трампа, который внезапно решил уйти из Сирии и Афганистана, не посоветовавшись с союзниками и партнёрами, президент Байден много говорил с союзниками по НАТО и другими партнёрами и встречался с советниками из военного, разведывательного и дипломатического сообществ»1. Также Байден установил собственный дедлайн вывода войск, отличающийся от дедлайна Трампа, оговоренного в соглашении с Талибаном.

Реакция Конгресса США на решение о выводе американских войск из Афганистана и на его осуществление

 

Оценка Конгрессом вывода войск США из Афганистана выходит за рамки типичного разделения по партийному признаку. Примечательна не только смешанная реакция сенаторов и конгрессменов на решение администрации Байдена о выводе войск из Афганистана, но и в целом одинаково сильная критика со стороны представителей обеих партий его непосредственного осуществления.

14 апреля 2021 г. администрации президента официально объявила о том, что принято решение вывести американские войска из Афганистана до 20-ой годовщины террористических атак 11 сентября2.

Решение президента вызвало смешанную реакцию в Конгрессе. Подавляющее большинство республиканцев (сенатор Митч Макконнелл, Кентукки; конгрессвумен Лиз Чейни, Вайоминг) и некоторые демократы (сенатор Джинн Шейхин, Нью-Хэмпшир) выступили с критикой в адрес администрации, в то время как большая часть однопартийцев Байдена (конгрессмен Адам Смит, Вашингтон; сенатор Элизабет Уоррен, Массачусетс) и часть республиканцев поддержали исполнительную власть (сенатор Рэнд Пол, Кентукки)3.
