U.S. Policy Towards the Moderate Syrian Opposition

The article is devoted to the U.S. relations with the political opposition in Syria during the civil war. Consequences of foreign involvement in this conflict made American influence much more limited. Neither dipping into the civil war nor the conflict with regional powers and Russia were appropriate for Obama`s administration. So the American influence on the Syrian opposition began to decline. Moreover, Bashar Assad`s rivalries started to suffer from American inaction. Syrian regime got the opportunity to act with impunity. It led to the heavy losses among the moderate Syrian opposition. Therefore U.S. ability to influence on Syrian conflict declined drastically. But American forces haven't withdrawal from Syria yet despite all declarations of President Trump. By the time, conflict dragged on and turned into a «proxy war» between regional powers. So it has a potential to grow into the large military conflict, which can involve Russia and United States. Thus it`s need to work out a way to resolve civil conflict. A key aspect in this «road map» should be US cooperation with the moderate Syrian opposition. United States can legitimize the moderate opposition in the eyes of Syrian people. First of all, it should be united structure of High Negotiations Committee and National Front of Liberation. United States should bring together representatives of both organizations on the Syrian territory and ensure their security. Then it would be started a three-stages plan of transitional process. Its basis was formulated by High Negotiation Committee in September 2016. The proposed scenario does not guarantee success. However, its need to seek a way for revival the multilateral diplomatic process in terms of escalation of the conflict and the risk of direct confrontation between the regional powers in Syria.

1	Отношения США с умеренной сирийской оппозицией осложнялись нежеланием администрации Обамы втягиваться в очередной конфликт на Ближнем Востоке и способствовали расколу противников президента Асада. Новый удар по ним нанесла операция российских ВКС в Сирии. США не попытались предотвратить её начало или потребовать её прекращения. Турция и Саудовская Аравия, со своей стороны, были готовы начать поставки ПЗРК противникам Асада, но не решились на это без поддержки Вашингтона¹. Своё бездействие администрация Обамы легитимировала бесперспективностью российских ударов с воздуха². Их первоочередной целью стали именно подразделения умеренной оппозиции, нанёсшие ряд чувствительных поражений режиму Асада весной-летом 2015 года. Следует отметить, что эти поражения связаны с наращиванием поставок противотанковых комплексов TOW для умеренной оппозиции со стороны Турции. США, в свою очередь, опасались столкновения с Россией в Сирии. Поэтому не только не увеличили, но и пошли на сокращение объёмов помощи сирийским повстанцам с началом российской военной операции. Так, были уменьшены поставки оружия светской группировке «Южный фронт» через Иорданию, а поддержка через узкий «коридор Азаз», связывавший сирийскую провинцию Алеппо и Турцию, в принципе прекратилась. Более того, администрация Обамы продолжала опасаться поражения режима Асада и последствий этого поражения³.	1. Hokayem E. 2	США дискредитировали себя в глазах оппозиции и в ходе переговорного процесса. Стратегия президента Обамы склонить Асада к переговорам потерпела неудачу. Ни в ходе череды поражений весны – лета 2015 г., ни в ходе успешных контрнаступлений осенью 2015 г. – весной 2016 г. режим Асада не пошёл на уступки в переговорном процессе. В итоге американские дипломаты начали давить на оппозицию, склоняя её к компромиссу с официальным Дамаском. Речь шла не только о необходимости сесть за стол переговоров с представителями режима. Вашингтон настаивал на включении с состав оппозиционной делегации нескольких представителей, лояльных Москве и Дамаску⁴. На подобные условия «Высший переговорный комитет» идти отказался⁵.	4. Lund A. 3	Более того, представители оппозиции отказывались общаться с делегацией Б. Асада в рамках очередного раунда женевских переговоров в январе 2016 г. («ЖеневаIII») пока не будут прекращены бомбардировки мятежных районов и блокада Алеппо. Однако позиция американских дипломатов была иной – необходимо вести диалог без предварительных условий⁶. В результате переговоры между оппозицией и режимом вплоть до февраля 2017 г. заканчивались с одним и тем же результатом – одна из делегаций покидала конференцию. Прорыва в межсирийском урегулировании достигнуть так и не удалось.	6. 4	В результате оппозиция режиму (как светская, так и исламистская её часть) стала обвинять США в предательстве сирийской революции⁷. Причиной было не только сокращение объёмов помощи и нежелание свергать режим в Дамаске, но и неспособность Вашингтона обеспечить деэскалацию конфликта. США пытались это сделать через дипломатические договорённости, такие как «химическая сделка» 2013 г. или соглашение о зонах деэскалации. Оно было заключено госсекретарём Дж. Керри и министром иностранных дел РФ С. Лавровым в сентябре 2016 года. Однако все эти договорённости не содержали какого-либо механизма наказания за их нарушение. В итоге авиаудары сирийских ВВС при помощи бочковых бомб, начинённых хлором, стали обыденностью.	7. Giglio M.
