Prospects for international cooperation and development of tourism and recreational sphere in the Russian-Belarusian border area

The article examines the key directions for the development of interregional cooperation between the Russian and Belarusian border areas in the field of tourism and recreation. The relevance of this problem is justified by the fact that the intensification of the activities of the Union State can become a driver for the development of the territory under study through interregional cross-border cooperation. The purpose of the article is to assess the prospects for interregional cooperation and development of the tourism and recreational sector of the border region. The scientific novelty of the study lies in the systematization and analysis of current information on the activities of the bodies of the Union State and the projection of its impact on the tourism and recreational sphere of the Russian-Belarusian border area. The author used general scientific, statistical, cartographic methods, analyzed the normative documents of the Union State, statistical data and scientific literature on the topic. In addition, a content analysis of the indicators of collective accommodation facilities in the study area was carried out, which made it possible to identify the most promising tourist centers, as well as the problems of creating a unified classification of hotels in the Union State. The practical significance of the research results lies in the use of the proposed cross-border routes, built taking into account transport, infrastructure and resource aspects. The article also analyzes the main problems hindering the economic and political integration of the two countries, as well as the development of interregional interaction in the field of tourism.

1	Введение. Современная геополитическая нестабильность оказывает существенное воздействие на экономику и общество многих стран. Исключением не стала и туристско-рекреационная сфера. Туризм всё ещё является одним из основных видов экономической деятельности, оказывающим положительное влияние на экономический рост и занятость в развитых странах. Российская Федерация и Республика Беларусь вынуждены в сложившейся ситуации искать новые пути развития туризма в связи с существенным снижением туристских потоков.
2	Въездной туристский поток Российской Федерации снизился на 66,2 % в сравнении с допадемийным уровнем, выездной — на 50,4 %¹. В Республике Беларусь схожая ситуация — число въездных и выездных поездок снизилось на 58 %². Можно было бы предположить, что данное снижение вызвано исключительно последствиями пандемии, однако, динамика международных туристских прибытий в мире, по данным UNWTO, в 2022 г. составляла -34 % (относительно допандемийного уровня), а за 3 квартала 2023 г. уже достигла -12 %³.	1. 3	Восстановлению туристских потоков Российской Федерации и Республики Беларусь может способствовать налаживание активного трансграничного сотрудничества двух стран в сфере туризма. Ядром данного интеграционного процесса должна стать территория российско-белорусского приграничья (Брянская, Витебская, Гомельская, Могилёвская, Псковская и Смоленская области), а правовой и административной основой — органы Союзного государства.
4	Цель статьи — оценить перспективы межрегионального сотрудничества и развития туристско-рекреационной сферы российско-белорусского приграничья. При этом важно выявить роль исследуемой территории в интеграционных процессах и определить, какой должна быть региональная политика двух стран в контексте развития туристской индустрии российско-белорусского приграничья.
5	Состояние изученности проблемы. Важность межрегионального сотрудничества в трансграничной интеграции чаще всего в литературе рассматривается на примере Евросоюза [18]. При этом авторы отмечают, что в региональном плане туризм представляется одной из важнейших стратегией международного сотрудничества и одним из инструментов углубления экономической интеграции.
6	Кроме того, последние исследования подтверждают, что основой развития туристско-рекреационной сферы в России и Республике Беларусь [16] являются региональные стратегии развития [19]. Многие авторы отмечают позитивный мультипликационный эффект и социально-экономические преимущества формирования региональных туристских комплексов [3].
7	Особенно актуален вопрос регионального развития периферийных депрессивных территорий. Российско-белорусское приграничье в этом плане является уникальной территорией, имея черты приграничных, и вместе с тем, межстоличных регионов [9, c. 26]. Исследователи отмечают, что в данном случае наибольшее значение в трансграничной интеграции имеют межстоличные связи, а периферия остаётся в депрессивном состоянии несмотря на «прозрачную» границу и значительный потенциал межрегионального сотрудничества.
